City Administrator Updates on EV Charger Grant, Road Funding, and Kroger Development
City Administrator Plummer provided updates on several city initiatives. He also confirmed the official order of a level two EV charger under a state EV grant. Additionally, Plummer discussed Kroger's adjustments to their US 27 plans due to stormwater regulations and issues with an unkept Kroger property. He addressed funding challenges for municipal infrastructure and roadway projects, noting that Alexandria and Newport will split a $100,000 allocation from House Bill 501, receiving $50,000 each. The city also secured $20,000 from the Local Assistance Road Program (LARP) for roadwork, which will be absorbed into existing projects.
Campbell County Schools Superintendent Updates on District Vision and Middle School Renovation Project
Campbell County Superintendent Adam Ritter presented an update on the district's vision, commitment to student success, and innovative educational pathways. He highlighted the district's focus on early literacy, a profile of a graduate, and career pathways, including specific programs in biomedical sciences, engineering, construction technology, computer science, and world languages. Ritter also discussed the ongoing renovation and expansion of Campbell County Middle School, detailing the project's phases, timeline, and the rationale behind transforming instructional spaces to align with modern coursework. The presentation included an overview of the middle school's current enrollment, its green rating, and the plan to add 15 classrooms, redesign existing ones, convert the old auxiliary gym into a band and choir wing, and create new spaces for engineering, construction trades, media arts, and a maker space hub. The cafeteria and a new auxiliary gym are also part of the expansion, with the south end of the building designated for the central office and AEC. The project is expected to be completed by January 2028, with outdoor renovations including a new turf field, track, tennis, and pickleball courts.

Parks and Rec Praised; Safety Committee Approves New Crosswalk and Selects Grant Partner
Councilmember Fincher commended the Parks and Recreation team for their successful summer events, including a patriotic art event and a bike safety event. She also shared her positive experience shadowing Officer Roden, encouraging others to participate in similar opportunities to learn about law enforcement operations. The safety committee discussed e-scooter regulations, potential traffic calming measures at the Arcadia Boulevard exit near the Mike Kistreachi dealership, and approved adding a new crosswalk by the Arcadia pool to improve pedestrian safety. They also plan to assess parking on Elysian Way once school resumes. Additionally, the committee selected Verdantis as their engineering partner for the Safe Streets for All grant, citing their extensive experience and local familiarity.
Ridgewood Drive to Close for One Week Due to Culvert Replacement; SD1 Project Updates
Public Works Director Mike Horline reported that SD1 will begin a project on Ridgewood Drive on July 27th, requiring a one-week closure to replace a collapsed four-foot culvert. The project will necessitate digging out and replacing a 24-foot section of the road. Residents in the area will be notified via social media and signage. Horline also noted that SD1 is working with Kroger on stormwater regulations related to their US 27 development.
