City Approves Funding Feasibility Study to Explore Sustainable Revenue Sources
The City Council approved awarding a professional services agreement to Will Dan Financial Services for a Municipal Funding Feasibility Study. This study, prompted by council direction, will analyze sustainable funding mechanisms for parks, recreation, downtown revitalization, and long-term economic development. Will Dan Financial Services, selected for their expertise and value, will conduct the study over approximately 24-28 months. The total cost is $227,155, with $113,577.50 appropriated from the general fund reserve for fiscal year 26-27, and the remainder to be paid in the following fiscal year. This approval initiates the exploration of funding options without committing the city to any specific measures.
Council Member Clarifies Jurisdiction Over Rancho Sespi Traffic Concerns
Council Member Villasenor addressed a public commenter's concerns regarding traffic safety at Rancho Sespi. Villasenor clarified that Rancho Sespi is outside the city of Fillmore's geographic boundaries and purview, and is located in an unincorporated county area. She explained that the County of Ventura is the appropriate authority for addressing these concerns and offered to connect the commenter with the local county supervisor, Ms. Kelly Long. Villasenor also mentioned that the city of Fillmore has conducted traffic studies along Highway 126 and offered to share that data.
City Approves Co-Star Subscription to Boost Economic Development Efforts
The City Council considered appropriating funds and approving a Co-Star real estate research subscription for economic development activities. Co-Star is a platform for commercial real estate data, including property ownership, leasing, sales, and market data. The subscription aims to support economic development, business attraction, and downtown revitalization. Several neighboring cities already utilize Co-Star. The proposed cost is $10,320 for a 12-month term, with a two-year agreement offering a reduced annual rate of $9,312. Council members discussed the return on investment, the potential benefits for filling vacancies and attracting businesses, and the sharing limitations of the data. Ultimately, the council voted to approve a one-year term for the subscription.
ERF Grant Update: Progress in Case Management and Outreach, Cleanup Postponed Due to Endangered Bird
The City Manager provided an update on the Encampment Resolution Grant (ERF). As of the report, $94,000 had been spent on case management contracts year-to-date (January to current). The city's contribution to the Spirit of Santa Paula shelter is $150,000 annually, with $112,500 paid to date. City attorney fees totaled $2,678. A loan agreement for $374,000 with People Self-Help Housing for their Fillmore Terrace project is forthcoming. Funds are also allocated for encampment cleanup, potential overtime for the homeless liaison unit, and rapid rehousing. Cleanup activities are postponed until early fall due to the presence of the endangered Least Bell's Vireo bird in its breeding season, necessitating a bird nesting survey by a biologist by the end of July. Outreach efforts have resulted in 10 unhoused clients signing up for services, with one client currently in the Spirit of Santa Paula shelter and efforts underway to place more. The city is also applying for Round 5 of the ERF grant, which includes funds for continued case management, rapid rehousing, shelter contributions, and support for the Mini Mansions Mountain View 2 project.
City Council Approves Agreements to Proceed with Creekside CFD Formation
The City Council approved the resolution authorizing the city manager to execute agreements related to Community Facilities District (CFD) number seven for the Creekside development. This includes agreements with Columbia Capital Management for financial advisory services, Alischire and Winder for legal services, and Will Dan Financial Services for special tax analysis and administration. A deposit and reimbursement agreement with Williams Holmes was also approved, ensuring developer funding for formation costs. This action initiates the CFD formation process, with projected CFD approval in January and potential bond issuance in December 2027. The council also approved the introduction of Ordinance 26-997, which updates the City Manager's powers to apply for grants.
