Multiple Community Development Projects Advance in Ashland

A new city building's construction is moving forward, with environmental conditions cleared and colors selected, though a completion date is not yet set. The city is also hiring for positions requiring CDLs, particularly in the street department, to prepare for winter operations.
Council Approves Residential Garage Expansion in Industrial Zone
The council considered a request for permission to reconstruct and expand a garage, including adding an 8x40 foot porch, at a residential property located at 945 Grove Avenue. The property is situated within an M2 heavy industrial zoned area, where residential dwellings were expected to eventually be replaced by industrial development. Because the property is zoned for heavy industrial use, but the owners wish to continue its residential use and make improvements, council approval is required. The request is not a rezoning but permission to build on their property.
City Council Adopts 2027 Tax Budget
The council held a hearing and then moved to adopt the proposed tax budget for the fiscal year beginning January 1st, 2027. This budget is a requirement that must be submitted to the county budget commission for approval. The projected revenues and expenditures for the city are estimated at $97 million, not including year-end cash balances, which will be plugged in later when actual spending appropriations for 2027 are determined. This was the second hearing for the budget.
Barbed Wire Fencing Authorized for Industrial Property Amid Theft Concerns
A resolution was introduced authorizing the installation of barbed wire fencing within the city of Ashland. The request comes from Gunther Mechanical, which has installed a fence on the west side of its property and seeks permission to add barbed wire along the top. The company cites past theft incidents at their site, which stores construction equipment and materials. Their existing fence on Middleburg Road is chainlink with barbed wire. The council is voting on the authorization for barbed wire on top of the existing fence.

The council heard from a resident who expressed gratitude for the city's vision and improvements, stating she feels safe and proud to call Ashland home after moving from Delaware. Council members also shared positive feedback received from visitors about the city's beauty, flowers, and patriotic decorations, noting that such efforts are noticed and appreciated. A discussion also occurred regarding data privacy and tracking, with the mayor explaining that cell phone data is widely available and tracks individuals' movements and time spent at locations, making it more pervasive than flock cameras.
