Augusta Commission Denies Special Exception for Family Personal Care Home
The Augusta Commission debated and ultimately denied a special exception to establish a family personal care home at 3120 Blackman Court. The Planning Commission had recommended denial. The petitioner, Henry Holton, representing Cel Vita Healthcare, argued for the need to house four individuals with developmental disabilities, citing the Federal Fair Housing Act and the desire to provide community-based living instead of institutional settings. He noted he currently oversees eight other group homes and this would be their ninth. The objectors, represented by Teresa Ivey and Octavia Collins of the Richmond County Neighborhood Association Alliance Inc., cited concerns about the property being in a residential area, potential impact on property values, peace of mind for their family who have lived there since 1995, and that personal care homes are businesses. The commission voted 8-2 to deny the petition.
Augusta Commission Extends Data Center Moratorium by 60 Days, Mandates Public Meetings
The Augusta Commission voted to extend the moratorium on data center development by 60 days, with the possibility of amendment, and to include three public meetings. The original moratorium was set to expire. The motion was made by Mayor Pro Tem Wayne Guilfole and seconded by Commissioner Stacey Pulliam, with the amendment for three public meetings at Henry Brigham, Diamond Lakes, and Warren Road. Commissioner Lonnie Wimbley made a substitute motion for a 90-day moratorium and three public meetings, which failed. The final approved motion extends the moratorium for 60 days and mandates three public hearings. The commission also acknowledged the ongoing zoning ordinance update, which is expected to extend until November or December 2026, and discussed the need for proper engagement with the community and careful consideration of the impacts of data centers.
