Resident Urges Council to Maintain Agricultural Zoning Amidst Potential Housing Development

During public comment, Adrian Penko voiced concerns about a potential rezoning of 131 acres of agricultural land neighboring his property. He noted that Poulty Homes intends to purchase this land, which has frontage on 100 South and 450 East, and is currently under agricultural zoning as reflected in the comprehensive plan. Penko urged the council to honor the commitment to keep the land agricultural and not allow production housing, citing the increase in livestock farming in the area as evidence that the current zoning is working and desired by residents who wish to live in an agricultural setting within the town.

Proposal to Involve Local Art Students in New Civic Center Mural Project

During public comment, Doug Elmore suggested involving local art students in the design and creation of the mural for the new Civic Center. He proposed that student submissions not chosen for the final mural could be displayed in the lobby, providing rotating artwork and opportunities for ongoing student engagement. Elmore noted the high quality of work produced by local students at events like Artscape.

Council Considers $5.35M Bond for Lenar Project Phase Two Infrastructure

The Town Council is considering an ordinance authorizing the issuance of an Economic Development Revenue Bond Series 2026B for Phase Two of the Lenar project (also referred to as Eastern Grey Lenar project and Hope II allocation area). This bond, expected to be up to $5,350,000 and paid back within 25 years, will fund infrastructure improvements including roads, sidewalks, water, sanitary sewer, and stormwater. The Economic Development Commission found this issuance to be in the community's best interest. This is the second of three anticipated bond series for the project, with the developer purchasing the bonds. Concerns were raised about an incorrect dollar amount in the draft ordinance and the potential for unused funds from previous bond issuances.

Foundation Park Sewer Project Approved; Daystar Drilling to Perform Work

The town council awarded a quote to Daystar Directional Drilling for sanitary sewer work at Foundation Park, formerly the AJAA property. This connection is required by West Central, and the project faced challenges due to the septic tank being located under the building's foundation. The health department granted a waiver to fill the tank in place. The low quote from Daystar is $92,301, and they anticipate completion by mid-August, aiming to meet the August 19th deadline set by West Central.
