Council Upholds Planning Commission Decision, Denying Conditional Use Appeal for Birch Hill Apartment/Hotel Complex

City Council Reaffirms Official Zoning Map to Incorporate Recent Rezonings
Resolution 26-29 was presented to reaffirm the official zoning map of the city. The last approved map was in 2021, and since then, 15-16 rezonings have been added as footnotes but not officially incorporated into the map's graphics. Reaffirming the map makes these changes official. Staff recommended approval of the resolution to update the map, which includes recent rezonings up to Colonel Glenn and Raider Road.
City Council Advances Rezoning for Mixed-Use Development
The city council considered Ordinance 26-15, a rezoning request for 22.3 acres from R1A (one-family residential) and B2 (neighborhood business) to MX-PU 26-2 (mixed-use planning unit). The applicant, Great Fox Capital, presented adjustments made since the last meeting, including increased building setbacks to the north of single-family homes and revised sub-area designations. The proposal includes townhomes and potential commercial use. The future land use plan allows for a maximum density of 10 units per acre, with the current proposal at 116 units (6.43 units/acre). The ordinance includes 18 conditions, and staff recommended approval. The council voted to move the ordinance to a second reading.
City Council Approves Dissolution of Ohio Energy Special Improvement District
Resolution 26-28 was presented to approve the dissolution of the Ohio Energy Special Improvement District (PAE), formerly associated with the city of Beaver Creek. This district was created in 2016 for energy efficiency projects, primarily at the mall area. All projects within this district are paid off and completed. The district overlaps with the citywide PACE program, creating potential for cross-purposes. The mall owners requested dissolution, and the PACE board voted to dissolve it. Council approved the resolution, authorizing the city manager to proceed with dissolution.
City Council Recognizes Employees for Service Milestones and Announces Community Events
During the meeting, various employees were recognized for their years of service, including several from the Police Department (1-16 years), two from Public Service (3 years each), one from Parks (2 years), one from Finance (2 years), and one from Human Resources (20 years). Two employees were recognized for 30 years of service in the Police Department.
