City Approves Consultant for 2050 Comprehensive Plan Update

The city is initiating the process to update its 2050 comprehensive plan. This update is required every 10 years, with a deadline of December 31st, 2028. Consultant services are needed to assist city staff. The scope of the consultant's work is limited to community engagement and technical assistance, with city staff handling the majority of the plan writing and data collection. This reduced scope is expected to save approximately $200,000 compared to similar contracts. A budget of $30,000 is allocated for 2026. Four responses were received for the Request for Proposals (RFP). The council is asked to authorize up to $105,100 over three years for the base scope, with options for additional engagement and natural resources. The community development director is authorized to approve work orders up to this amount with Bolton and Mink, who are recommended as the chosen consultant.

TPC Seeks Approval for New Pickleball Courts and Enclosure

The TPC (The Players Club) applied for a conditional use permit amendment to add three outdoor pickleball courts and a 10-foot high fence. The property is zoned development flex and is adjacent to residential areas and a golf course. The proposed courts will be south of the clubhouse, with the closest dwelling unit 600 feet away. No lights are proposed, and the courts will operate from 7 a.m. to 7 p.m. The fence is intended for safety and security. The council debated the specifics of the fence and potential future lighting requests.

Scenic Easement Vacated for Ball Road Industrial Park

The city considered a request to vacate a portion of a 30-foot-wide scenic easement on lots one and two of block one of the Ball Road Industrial Park. The petition was submitted by Rob Carlson, representing Rendova Partnership. Staff reviewed the request and agreed that the easement is no longer needed. The council adopted a resolution to vacate the scenic easement.

Utility Agreements Update and Tabling of Related Items

The city is in the process of updating agreements with three providers of electricity and gas distribution. These items have been discussed multiple times. The council opened and closed public hearings for agenda items 8.3, 8.4, and 8.5. These items were then tabled to be brought back at a future meeting, as the city is still refining the language of the agreements with the private utilities. The goal is to finalize these agreements and then address the franchise fee aspect. This process involves coordination with Eckberg Lambert's team and the utilities.
