The general fund revenues are $347.8 million, with 73% being flexible. Property tax remains a significant flexible revenue source, with a proposed 2.7% base increase, below the 3% maximum. The budget prioritizes maintaining current service levels, includes strategic one-time investments, utilizes dedicated revenue sources, and funds limited service expansions to advance council priorities. Public hearings were held for the budget, foregone property tax, fee changes, and development impact fees. The council also approved the reservation of future foregone property tax authority and fee changes. A motion to place the appropriation ordinance for fiscal year 2027 on the reading calendar for August 11th was approved, as was a motion to approve Resolution 319-26 for the 2027 foregone property tax.
