Critical Issues at Great Western Reservoir Require Major Investment
The Great Western Reservoir faces critical structural issues with its outlet pipe and tow drain system, requiring proactive repair or replacement to maintain safe operation and continued use of the reservoir, which supplies 70% of the city's reuse water demand. Options range from selective repair (estimated at $36 million, but potentially more costly long-term) to full dam replacement (estimated at $48 million, offline for two years) or decommissioning (cheapest direct cost, but significant indirect costs due to loss of reuse capacity). Decommissioning would necessitate developing alternative water sources, with conceptual projects including using High Pit, supplementing with potable water (three times more expensive), or supplementing with raw water from Sienna Reservoir. A recommendation on the preferred alternative is expected in winter 2024-2025, following further analysis and a study session on September 15th. The dam is currently rated 'conditionally satisfactory' by the state, allowing continued use, but requires progress on repairs.
Affordable Housing Project with Early Childhood Center Proposed
Lincoln Avenue Communities is proposing a 326-unit affordable apartment complex to be developed in two five-story buildings, serving households at 60% of the area median income.
