He argued this would enhance the aesthetics of boarded-up buildings, graffiti, and broken windows, utilizing local artists, high schools, the college, and community organizations. This initiative, he believes, would make properties easier to rent and sell, attract more visitors to downtown businesses, and contribute to the city's vibrancy. Commissioners acknowledged the ideas and stated they would explore the resources shared from Portland.
Engineering Study Approved for 2nd Street Storm Drainage Improvements
The City Commission approved an agreement with Coleman Company for $33,000 to conduct engineering services and hydraulic modeling for storm drainage issues on 2nd Street. The problems, most noticeable on Altama Avenue between Parkwood and 4th Street, include undersized pipes, incorrectly sloped pipes, and areas with poor flow. Coleman Company will investigate these issues, determine the exact cause, and recommend solutions, potentially including pipe replacements. This analysis is crucial to confirm the condition of the pipe under Altama Avenue before the street's resurfacing project. The funding for this agreement will come from SPLOST storm drainage funds.
City and Land Bank Authority Formalize Partnership for Housing Development
The Commission approved a Memorandum of Understanding (MOU) between the City of Brunswick and the Glynn Brunswick Land Bank Authority. This agreement establishes a process for the city's housing program to acquire land or properties through the Land Bank for rehabilitation and subsequent sale to first-time homebuyers. It outlines responsibilities, expected costs, and aims to expedite the process of getting properties back on the tax roll. The MOU clarifies that city funds will be used for city-specific projects, though the Land Bank is a joint entity. Urgency for this agreement stems from the need to move residents into temporary housing while their homes are rehabilitated under the CHIP grant program.
Brunswick Police Department AC Unit Repair Approved to Address Heat Wave Impacts
The Commission approved a request for $19,619 to replace the coil on an air conditioning unit at the main facility of the Brunswick Police Department located at 206 Mansfield Street. The unit was operating at only 50% capacity due to the coil failure. While a full unit replacement would cost $214,000 and take six months to install and design, a replacement coil was located and procured for 50% of its cost ($616) to restore functionality. This interim repair is expected to last at least five years and comes with a one-year warranty on the coil and a three-month warranty on the work.
City Approves $380,563 CDBG Budget and Action Plan for FY 2026
The City Commission reviewed and approved the Community Development Block Grant (CDBG) FY 2026 budget and annual action plan, totaling $380,563. This funding will be allocated across several categories including housing rehabilitation, slum and blight removal, public facilities improvement, public services, fair housing education, and program administration. The plan prioritizes community development needs and compliance with HUD regulations, with a focus on low to moderate income individuals. Specific allocations include $186,398 for housing rehabilitation, $45,000 for slum and blight removal, $25,000 for public facilities, $57,000 for public services, $2,000 for fair housing, and $65,165 for planning and administration.
