Cary Upgrades Utility Billing System to Oracle CCS with Enhanced Customer Portal
The City of Cary is upgrading its utility billing system, moving from the aging Navaline back-end system and the 15-year-old Aquaar customer portal to Oracle Customer Cloud Service (CCS). This upgrade aims to improve functionality, automation for staff, and customer experience. The new system will integrate with Oracle financials and a customer portal that meets ADA standards, offers improved flexibility, and has an updated user interface. The project is expected to go live in 2027, with extensive customer engagement and testing planned beforehand. Lessons learned from Raleigh, Apex, and Fayetteville regarding their portal rollouts are being incorporated to address potential challenges like login issues and to refine policies on cutoffs and late fees. Security, including AI and agentic components, is a key concern, with ongoing collaboration with the CISO to ensure robust protection.
Cary Addresses Drought Preparedness, Water Supply, and Wastewater Capacity
The presentation provided an overview of Cary's water supply, drought conditions, and conservation strategies. Currently, Cary is not experiencing severe drought conditions but monitors the situation closely, with reserves at 200 days of supply, well above the 120-day trigger for Stage 1 restrictions. The city employs year-round alternate-day watering, reclaimed water use, leak alerts, and other policies as part of its conservation efforts. Water is drawn from Jordan Lake, with dual intake levels for drought mitigation and a capacity of 56 million gallons per day, sufficient to serve current needs and support Durham via mutual aid agreements. The water reclamation facilities return treated water that is cleaner than the receiving stream, demonstrating a commitment to sustainability. Efforts are underway to address PFAS contamination by applying polyactivated carbon at the raw water pump station. The discussion also touched upon the Western Regional Wastewater Partnership, exploring the potential inclusion of Holly Springs into the existing partnership of Cary, Apex, and Morrisville to address future wastewater capacity needs.
Cary Advances BRT Projects, Plans Multimodal Center Development, and Realigns Downtown Loop Service
Cary is advancing its Bus Rapid Transit (BRT) initiatives, focusing on the Western BRT corridor connecting Raleigh to Cary and the Western BRT extension from the Cary Multimodal Center to Research Triangle Park (RTP). The Western BRT, a 12-mile corridor with 6 stations in Cary, has reached the 30% design milestone. The extension study, recently completed, proposes an 11-mile route with 13 station areas, including two in Cary. Raleigh is leading community engagement for the Western BRT, with implementation expected in late 2032 or early 2033. The Western BRT extension will be presented for public comment and action by CAMPO in August and September, respectively. BRT features include dedicated lanes, fewer stations, signal priority, level boarding, and pre-paid fares for faster, more attractive transit service compared to local bus routes. The city is also progressing with the downtown multimodal center, having completed demolition of several parcels, and will initiate a master planning exercise for the site's future development, which will include community engagement. Separately, the downtown loop bus service was temporarily suspended due to a driver shortage but is expected to resume full service by August 3rd with new hires. Council is considering repurposing the downtown loop's service hours and budget to address transit needs in District D, with a motion passed to direct staff to explore options for Districts D and C (including the Kokapoo and Wake Tech areas), bringing back proposals for council review.
