City Council Denies Mixed-Use Rezoning Request for J. Elmer Weaver Freeway Development
The City Council considered a rezoning application for case number PD 787-2026, which proposed changing zoning from Local Retail (LR) and SF10 Single-Family Residential districts to a Planned Development (PD) district for a mixed-use retail and multifamily development on approximately 29.283 acres. The applicant, Reginald E. Jennings II of J Elmer North CH Development LLC, proposed 8 acres for retail and 21 acres for approximately 550 multifamily units. Staff initially recommended approval with specific development standards, including requiring retail in phase one and limiting land uses. However, due to objections from the applicant on multiple staff recommendations, staff amended their recommendation to denial. The Council ultimately voted to deny the rezoning request, aligning with the amended staff recommendation.
Ekisushi Receives Conditional Use Permit for Alcohol Sales in Uptown District
The City Council granted a conditional use permit (CUP) for Ekisushi, a Japanese cuisine restaurant, to sell alcoholic beverages for on-premise consumption. The restaurant is located at 649 Uptown Boulevard in the Local Retail (LR) District within the Uptown Overlay, formerly an Applebee's. The concept features an all-you-can-eat sushi and sashimi offering with dishes served on a conveyor belt system. The applicant, Ming Yang with Kayoka Groups LLC, was present and answered council questions about the concept and their planned opening in mid-July. The Council approved the case unanimously.
