Drake General Contractors Awarded Contract for Downtown Water Reclamation Facility Expansion
The City Council awarded CSP 2026-037 for the 3 MGD Downtown Water Reclamation Facility Improvements Project to Drake General Contractors LLC. The contract amount is $66,997,000, with a 5% contingency of $3,349,850, for a total not to exceed $70,346,850. This expansion will increase the facility's capacity from approximately 1 million gallons per day to 3 million gallons per day and includes essential features like odor control. Construction is expected to begin in the third quarter of this year and be completed in the second quarter of 2029. Drake General Contractors was the lowest of four bidders. The council approved the award with a 7-0 vote.
Obsolete County Road 92 Section Abandoned by City Council
The City Council approved the abandonment of approximately 2,500 feet of County Road 92, located between Cross Creek Meadows and Parks at Wilson Creek. This section of County Road 92 has become functionally obsolete and is no longer in use. Public hearing notices were issued on June 26th. The council approved the abandonment with a 7-0 vote.
Specific Use Permit Approved for Lightbridge Academy Daycare
The City Council held a public hearing and approved a specific use permit (SUP) for Lightbridge Academy Daycare to operate as a primary use on a two-acre property zoned for mixed-use. The property is located west of Legacy Drive and north of Frontier Parkway, adjacent to the Creeks at Legacy West neighborhood. The zoning ordinance requires an SUP for childcare centers in the mixed-use district to assess situational suitability. The proposed daycare facility is located on an interior pad site, with conceptual renderings showing brick and stone architecture consistent with city standards. The Planning and Zoning Commission unanimously recommended approval. Staff received one letter of opposition expressing concerns about loss of open view, property values, privacy, and noise, and one inquiry letter. The council approved the SUP with a 7-0 vote.
Apple Pavement Services Awarded 2026 Annual Street Maintenance Project Contract
The City Council awarded bid 2026-038 for the 2026 Annual Street Maintenance Project to Apple Pavement Services. The contract amount is $7,022,846.50, with a 15% contingency of $1,053,426.96, bringing the total not to exceed amount to $8,076,273.48. The project includes full-depth reclamation of roadways, primarily in the downtown area, as well as minor drainage improvements, culvert replacements, and light grading. Additionally, it involves spot repairs and surface treatments in other areas, crack sealing, road striping, asphalt spot repairs, and concrete panel and sidewalk replacements. Funding is available in the current budgets. The council approved the award with a 7-0 vote.
Community Development Corporation Governance and Board Restructured
The City Council approved resolutions related to the Salina Community Development Corporation (CDC), including amending its Articles of Incorporation and bylaws, resetting board positions, and appointing new board members. The Articles of Incorporation were amended to change the director residency requirement from Collin County to within the city limits and to authorize the city to provide administrative services to the CDC. The bylaws were updated to reflect current Texas local government code and restructure the board to consist of seven members: the mayor pro tem, deputy mayor pro tem, one member from the Downtown Commission, two from the Economic Development Corporation, and two from the Parks and Recreation Board. Current CDC board members were removed to allow for new appointments, aligning with the amended bylaws. The appointed members are Mayor Pro Tem Brandon Grumbles, Deputy Mayor Pro Tem Andy Hopkins, Katie Dunn (Downtown Commission), Ryan Wilcox and Cody Hunter (Economic Development Corporation), and Ray Tingle and Scott Snellings (Parks and Recreation Board). Councilmember Grumbles voted no on the appointments, citing a desire for a more rigorous selection process. The votes for Items G, H, and I were 7-0, and Item J passed 6-1.
