Chasa Council Approves Concept Plan for Vista Ridge/Johnson Ryland Homes Development
The council considered a concept plan for the Vista Ridge/Johnson Ryland Homes development, proposing 27 single-family detached dwelling units on approximately 30 acres in Southwest Chaza. The plan, the first step in a three-phase process, identified several key areas for further review, including managing steep slopes, topography, street grades, and utility extensions. Staff recommended adjusting lot lines to align with a 30-foot no-grade setback to protect steep slopes, ensuring sidewalks on both sides of Soaring Eagle Court, and an 8-foot shared-use trail on the south side of Soaring Eagle Parkway. A significant concern was the proposed 14% street grade on a section of Soaring Eagle Parkway, which exceeds the city's 8% ordinance limit, necessitating a grade reduction. The developer needs to submit a tree inventory and a comprehensive site grading plan. Utility connections, particularly the water main loop, will require coordination with neighboring properties. The plan was recommended for approval by the planning commission, despite concerns about tree loss, steep slope impacts, and street grades. The council adopted Resolution 2026-65 approving the concept plan.
Chasa Council Approves 2025 Financial Reports and Fire Relief Association Audits
The council reviewed and approved the 2025 Annual Comprehensive Financial Report (ACFR) and associated audit reports, along with the 2025 annual financial report for the Chasa Fire Department Relief Association and its associated audit reports. The ACFR, prepared by city staff and audited by Clifton Larson Allen (CLA), presents the city's financial position for the year ending December 31, 2025. Key highlights include a "clean opinion" from the auditors, indicating fair presentation of financial statements, no deficiencies in internal controls, and compliance with state statutes. The report details city operations, including governmental and enterprise funds, with total operations amounting to $118.4 million. The electric fund remains the largest enterprise fund, contributing significantly to the general fund. The general fund operations total $28 million, supported by a tax levy of $20.8 million. The city's net position increased to $299.1 million. Future accounting standards (GASB 103 and 104) for 2026 and GASB 105 for 2027 were also discussed, aiming for increased transparency and consistency in financial reporting. The Chasa Fire Relief Association report also received a clean, unmodified opinion, with ongoing efforts to fund future benefits.
Chasa Council Authorizes Letter of Intent for TIF Assistance for Big Woods Business Park
Council authorized a Letter of Intent (LOI) for Tax Increment Financing (TIF) assistance for the proposed Big Woods Business Park project, Phase One. This phase involves constructing a 218,000 sq ft distribution facility and significant public infrastructure, including roads, utilities, and grading, which is being financed upfront by the developer, Scanel Properties. The TIF assistance is requested to make these substantial upfront public infrastructure costs financially feasible. The project qualifies under the city's TIF policy for an 8-year economic development district. The developer is requesting TIF assistance equivalent to three times the property taxes generated by the phase one facility, plus any remaining increment in the district, to cover the extraordinary upfront costs of public infrastructure benefiting the entire business park. This approach allows for the park to be "development ready" sooner, aligning with the city's vision for Southwest Chaza. Future phases will be evaluated on their own merits, but the overall TIF assistance for the entire development under Scanel's control is intended to align with policy. Approving the LOI signifies the city's intent to continue negotiating the TIF assistance and plan.
