Chino Police Department Announces Community Academy for Residents

Chino Amends Master Fee Schedule for Fiscal Year 2026-2027

The City Council voted to approve a resolution amending the master fee schedule for fiscal year 2026-2027. This update includes establishing five new fees for services the city already provides but for which no fee existed, adjusting fees for community services, parks, and recreation based on cost analyses, and approving select fee adjustments exceeding the standard Consumer Price Index (CPI) annual increase. Notably, two specific appeal fees (DS02000 and DS02010) were removed from the schedule as per council direction. The overall goal is to improve cost recovery, reduce reliance on general fund subsidies, and align fees with the actual cost of services.

City Council Approves Pavement Improvement Project for Zone 1 and Cypress Avenue

The City Council approved awarding a construction contract to R.J. Noble Company for pavement improvements in Zone 1 and on Cypress Avenue. The project, costing $852,884, will include slurry seal applications and targeted repairs with grinding and overlay on Cypress Avenue. While ADA ramp improvements are not included in the slurry seal sections, they will be addressed in future projects, including a planned San Bernardino County storm drain project in 2028 at Cypress Avenue and Walnut Avenue, which will also trigger ADA ramp upgrades. The project is funded by Cal Recycle grant, Road Maintenance and Rehabilitation Account funds, and Measure I funds. Construction is anticipated to begin in August and conclude in October 2026. Residents have expressed concerns about street conditions and the need for improvements.

Chino Voters to Decide on Business License Tax Reform

The City Council discussed and ultimately approved Ordinance Number 2026-11, which modernizes the city's business license tax structure and was submitted to voters for consideration in the November 3rd, 2026 election. The proposed measure aims to replace the nearly 40-year-old system with a new model based primarily on gross receipts, protecting small businesses with a flat $25 fee for those earning $75,000 or less in gross receipts. It is projected to generate approximately $4.8 million in additional annual revenue. The ordinance includes accountability provisions for revenue use and protects confidential business information. The measure requires a simple majority vote for approval by the public.

Ayala Park to Receive Irrigation and Landscape Upgrades

The City Council is considering a professional services agreement with Van Dyke Landscape Architects for the design of irrigation and landscape improvements at Ruben S. Ayala Park. The aging irrigation system, constructed in phases over decades, experiences frequent failures and uneven water distribution. The proposed phased replacement aims to update the system, improve water efficiency by using recycled water, and minimize disruption to park activities. The estimated cost for the design services is $221,130, to be funded by water reserve funds. The project is intended to preserve potable water resources by utilizing recycled water.
