Old Home Manor RV Park Closing Date Extended; LLC Forfeits $20,000 Deposit

The council approved a second amendment to the purchase and sale agreement with Chino Valley Rodeo Drive LLC for the Old Home Manor RV park project. This amendment extends the closing date by 60 days. The project involves 26 acres, 184 RV spaces, and luxury amenities. An economic development analysis anticipates significant capital expenditures, job creation (65 during construction, 20 ongoing), economic output, and tax revenue for the town. The extension is due to a new investor joining the corporation before closing. As a gesture of good faith, the LLC relinquished their $20,000 earnest money deposit, which is now the town's property.

Town Council Receives Update on Economic Development Strategic Planning

The Town Manager presented an update on the economic development strategic planning initiative, highlighting four key areas identified in the general plan as economic hubs: Road 3 North and Perkinsville Road (near Maverick and ADOT yard), Road 2 North (Safeway intersection), Road 1 South (Southgate Center), and Road 4 South (Circle K). The presentation focused on potential development opportunities, utility extensions, and strategic locations within these areas. The council was given 'homework' to drive around these areas and consider investment priorities for future development, such as extending water and sewer lines or improving ADOT access. A separate study session will be held for the Old Home Manor property.

Del Sol Maintenance Improvement District Tax Levy Approved After Reconsideration

The council voted on adopting Resolution Number 2026-1316 concerning the Del Sol Maintenance Improvement District (MID) tax levy for fiscal year 26-27. Councilmember McCafferty expressed concern about taxpayers subsidizing the MID, as no residents from the district had voiced concerns. Initially, the motion to approve the resolution failed on a 3-4 vote (Stankowix, Vice Mayor Greneal, Mayor Armstrong voting yes). This failure meant the town would have to cover the full cost from the general fund and collect nothing from the property owners. A motion to reconsider the vote passed 6-1 (Stankowix voting no). Following reconsideration, the council voted 7-0 to approve the resolution, which will now allow for the levy as proposed in the budget.
