Staff recommended proceeding with public hearings for the zoning code and zone changes.
Covina Valley Water Company Updates on Rates and Merger
Dave Michalco, president of the Covina Valley Water Company, provided an update on water rates and ongoing water-related activities. He explained the structure of water charges (commodity, capacity, and improvement charges) and discussed recent adjustments following a merger with Valencia Heights Water Company. Michalco detailed how the city's contribution to fixed costs shifted from 20% to 30% as their water usage decreased from 40% to 30%.
