Cyprus Police Department to Utilize Drones for Enhanced Public Safety Operations
The City Council heard a presentation on the donation and purchase of drones for the Police Department. The drones will be used for patrolling the business park at night, assisting in high-risk traffic stops and suspect pursuits by establishing perimeters and aiding in yard-to-yard searches, and for security during city events like the Salute to America, 5K/10K runs, and October/September celebrations. They will also be valuable for missing persons investigations (children and adults) in difficult-to-access areas like flood control channels, and for documenting fatal traffic accidents more efficiently to reduce road closure times. The council discussed the potential uses, including illegal fireworks enforcement.
City Council Approves Enhanced Waste Services, Bulky Item Pickups Increased
The City Council received and filed a performance review of Valley Vista Services, the city's solid waste hauler, which indicated a high level of compliance. The council also approved the Fifth Amendment to the Solid Waste Franchise Agreement. The amendment increases bulky item pickups for single-family residences from two per year to four, with limits of 10 items per pickup, and for multi-family units from two per year to four, with limits of four items per pickup, resulting in up to 40 items annually for single-family and 16 for multi-family. Two annual curbside collection events (spring and fall) with unlimited items will be memorialized, and four annual bulky item drop-off events at City Hall will be provided. Bin cleaning services will be offered as an optional, as-needed service for $25 per cart. The frequency of household hazardous waste collection events will be reduced from two to one annually, encouraging residents to use county facilities. The requirement for Valley Vista to maintain a local office within Cyprus was loosened to a 15-mile radius. These changes are being implemented without impact to ratepayers. The amendment also updates language to reference the new WISE agreement with the County of Orange.
City Council Continues Decision on Cypress Town Center and Commons Project Amidst Public Concerns
The City Council heard a presentation and public comments on the Cypress Town Center and Commons 3.0 build-out project, which involves certifying the environmental impact report, approving a vesting tentative tract map, and introducing an ordinance approving a development agreement between the city and Los Alamitos racecourse. The project aims to establish a long-term implementation framework for future phase development of the property, which includes up to 1,791 residential units, 440,000 square feet of commercial development, and a minimum of 11 acres of new public park space. Significant and unavoidable impacts identified in the environmental impact report include air quality, cultural resources (due to the demolition of the racetrack and grandstands), and transportation (related to vehicle miles traveled). Mitigation measures are included, and a statement of overriding considerations is required due to the unavoidable impacts. The development agreement has a 15-year horizon and outlines public improvements and obligations for infrastructure, parks, and maintenance. Public comments raised concerns about traffic, air quality, housing affordability, and the impact of the development on the community. The council voted to continue the item to August 25th to allow for further public input and refinement of proposed conditions, particularly regarding park access and stormwater retention basin integration.
City Council Amends Fireworks Ordinance to Correct Enforcement References
The City Council introduced and passed on first reading an ordinance correcting typographical errors in sections 17-53 and 17-54 of the municipal code. These sections pertain to penalties for violations and civil remedies related to the illegal discharge of fireworks. The ordinance rectifies references to incorrect municipal code sections that were previously cited for enforcement purposes.
