Council Praises Improved Strategic Plan Reporting, Citing Enhanced Transparency and Focus on Improvement
During the discussion of the city's strategic plan metrics for fiscal year 2025-2026, Councilmember Federico praised the improved quality and depth of the staff reports, noting they now help council members understand the process and how it can be improved. He specifically highlighted the inclusion of staff asking hard questions to drive improvement, rather than just presenting data that makes the city look good. Councilmember Pano also complimented the staff's effort in tying actions to the strategic goals, acknowledging the difficulty in finding significant negative aspects in the reports.
Dana Point Approves Treatment for Heritage Palm Trees Against South American Palm Weevil
The City Council discussed and approved a proposal to treat 98 heritage Canary Island palm trees in the Capistrono Beach area to protect them from the South American palm weevil. Two treatment options were presented: one from West Coast Arbor (WCA) involving truck injection and canopy spray for $65,000, and another from Aguilar Plant Care with a deep root and soil drench for $68,000. The council also considered the option of not treating the trees, which would incur significant removal and replacement costs estimated at $3.125 million for all 98 trees. Staff recommended the WCA treatment due to its higher efficacy, based on UC Riverside research. The approved motion directs staff to proceed with treating the 98 heritage trees and to develop a plan for other palm trees in the city.
