City Receives Clean Audit Report with IT Security Recommendations
The city's auditor, UHY LLP (formerly Botts Field), presented their annual audit report. They confirmed the city's financial statements are prepared on a modified cash basis. The audit identified no significant issues with the financial statements, noting a positive net pension asset of $73,000, indicating the city is well-positioned regarding its pension liabilities with LAGERS. The report also highlighted IT security recommendations, including phishing training and data backup/recovery plan testing. Financial analysis showed an increase in current assets ($1.3 million) and capital assets ($700,000), with total revenues up $1.1 million driven by grant revenue for road projects, while taxes were down $230,000 due to changes in county projects. Total expenses decreased by $2.1 million, largely due to how road projects were categorized (capitalized vs. expensed). The general fund had a surplus of approximately $500,000, and the general fund balance was $9.1 million, providing a cushion against expenditures. All funds were reported to be under budget.
Resident Questions $30,000 Lobbyist Spending, Demands Transparency
A resident, Arnie Tinoco, raised concerns about government transparency and questioned the city's expenditure of $30,000 on lobbyist reports from Tom Dempsey. Tinoco is involved in two lawsuits with the city regarding these reports and believes the public has a right to know the return on investment and the work performed. New Historian Appointed, Garden Club Chapter Forming to Explore Local History
The city has appointed a new historian and is establishing a St. Charles County chapter of the Garden Club, which will be part of a broader consortium in St. Charles County. Jeff Foster will serve as the St. Charles County representative. The first meeting is scheduled for next Thursday at the Church of the Cross at 6:00 PM. The initiative aims to uncover and document the rich history of Dardenne Prairie and the surrounding area, with efforts to spread the word and encourage participation from those with historical knowledge.
City Adopts 2024 Budget as Ordinance 24-24
