Wastewater Treatment Plant Phase One Nearing Completion, Grit Removal Next
The city manager provided an update on the wastewater treatment plant, stating that Phase One is nearing completion. The current focus is on finishing the work and finalizing documentation, with vendors actively engaged. The phased approach is crucial to ensure efficiency, as fixing later phases before earlier ones could lead to system breakdowns. The repair and replacement of bar screens, which are the initial point of entry for sewer systems, is nearing the end of its 13-week lead time and is expected to significantly improve operations. While awaiting the bar screen completion, the city is concurrently working on RFPs, quotes, and engineering for subsequent phases to maintain momentum. Grit removal, the second part of Phase One, is expected to be presented for approval in early August.
Del City Selected for OG&E Tree Giveaway Program; Chamber of Commerce MOU Update
The Del City Economic Development Authority (EDA) announced that Del City has been selected for an OG&E tree giveaway program. Approximately 90 trees will be available for residents, with distribution expected sometime after September 1st. The location for the giveaway is still being determined. Council members Brown and Finch were thanked for their assistance in securing this program. Additionally, the EDA is working on a memorandum of understanding (MOU) with the Chamber of Commerce, which may include changes to their operations and potentially a new location for the chamber. A site visit to a potential new building is scheduled.
Del City Fire Department Renews Critical Incident Reporting System Contract
The council approved the renewal of an annual subscription fee with First Due for the Del City Fire Department's incident reporting and management system for fiscal year 27. This system is critical for record-keeping, inspections, and pre-planning, and it automatically reports stats and responses to federal systems. It also tracks training hours, truck maintenance, and fire hydrant information, including details for specific buildings like Arvest Bank. The annual cost for this renewal is $23,648.64.
Del City Increases Flexibility for Court Deferral Fees
The City Council approved Ordinance 1461, amending Chapter 12 regarding deferred sentences, suspension of judgments, and costs. This ordinance revises the maximum deferral fee from $100 to $500. The city attorney explained that while the maximum has increased, deferral fees are rarely charged at the maximum. This change provides the city with more flexibility in offering special considerations, particularly when individuals are represented by an attorney and request such considerations, allowing the city to generate revenue from these arrangements rather than granting them solely on goodwill. The city intends to utilize deferral fees more frequently.
Del City Modernizes Penalty Ordinances to Align with State Law
The City Council discussed and approved Ordinance 1460, which amends Chapter 1, General Provisions, concerning general penalties. The ordinance modernizes the city's penalty structure to align with state law. Previously, traffic and parking violations were capped at a $200 fine, and school zone or construction site speeding did not carry a doubled penalty as per state statute. This ordinance allows for fines up to $500 for non-traffic related violations and ensures that traffic violations, particularly in school zones and construction sites, will now be subject to doubled penalties as per state law, up to the statutory limit. The city attorney emphasized this is a modernization of the code and not necessarily indicative of an increase in fines for most residents.
