City Approves Final Price for City Center Project, Saving $1 Million
The City Council approved GMP Amendment No. 3 for the city center project, setting the final price at just over $22.5 million for this amendment, bringing the total project cost to $32,699,142. This price is $1 million lower than initially authorized in April, achieved without cutting corners. The amendment includes over $840,000 in contingency carried by the construction partner, Choate. The pricing is based on plans issued for permit, and while change orders are anticipated, the project is expected to remain within the approved budget. Public right-of-way work on Park Avenue, including an allowance for Road C down to Buford Highway, is included in this contract. The city also expects reimbursement from the Tel Meg grant of up to $781,000, which will be received after expenses are submitted.
Unity Garden Advocates Request Fencing in Creek Bed Restoration Project
Angela Florey spoke regarding the Unity Garden and requested that the planned creek bed restoration project include fencing for the garden beds. She cited instances of produce theft each year affecting gardeners from various neighborhoods. Florey noted that other unity gardens in town have fenced beds and suggested that the fencing should be installed after the restoration plans are finalized to ensure proper integration.
Developer Cites Unaffordable Permit Fees After Schedule Changes
A public commenter, William Brackville, who has been building in Dorville since 2004, raised concerns about recent changes in the city's fee schedule, particularly permit fees. For a project on Pineland, the base permit fee increased from the high $5,000s to over $9,000. Additional fees for resubmissions, described as a clarification request or a scrivener's error, added $4,700 and $2,350, tripling the original permit cost compared to two recently closed $900,000 houses. Brackville stated these fees are making new projects unaffordable and has put his current project on hold. He requested the city direct staff to review resubmission and permit fees, aligning them with industry standards and neighboring communities like Tucker, DeKalb County, Sandy Springs, and Alpharetta, where resubmission fees are significantly lower.
Public Commenter Criticizes Permit Fees and City Development Practices
Tom Hart spoke about construction and demolition permit fees, stating they are 'out of whack' and referencing the Star Towers $45,000 demo permit and the GM property's $2,500 permit. He urged the council to review these fees, suggesting they are out of control, impacting the entire department and subcontractors. Hart also commented on stream restoration, road diets on New Peachtree Road, and the DDA's activities, expressing dissatisfaction with current city management and development practices.
