Draper City Adopts Short-Term Rental 'Good Neighbor' Guidelines
The City Council adopted Resolution 2633, establishing the Draper City short-term rental 'good neighbor' guidelines. These guidelines, intended to be posted within short-term rentals, cover essential information for renters. They include contact information for emergencies (police, host), fire safety measures (extinguishers, alarms), a prohibition on commercial events, quiet hours (10 p.m. to 7 a.m.), parking instructions, occupancy limits, maintenance expectations, pet regulations, and reminders about general city ordinances. The resolution was adopted unanimously.

During the council meeting, council members praised the recent Draper Days event, highlighting the hard work of city staff, police, and fire departments. Zoning Map Amendment Approved for Adamo Property
The City Council considered a zoning map amendment for approximately 1.08 acres at 265 East, 13275 South, to rezone the property from RA1 (Residential Agricultural, 40,000 sq ft minimum lot size) to RA2 (Residential Agricultural, 20,000 sq ft minimum lot size). Staff noted that the current RA1 zoning is not compatible with the land use designation, while RA2 would be compatible. The surrounding neighborhoods have largely transitioned to RA2 zoning. The applicant, Mike Adamo, stated that the property is one of only three remaining zoned RA1 in the area. The Planning Commission recommended approval. The council adopted Ordinance 1731, amending the official zoning map as requested.
Council Considers Upgraded Hidden Canyon Park with Enhanced Amenities
The City Council discussed the proposed Hidden Canyon Park development, initially funded at $500,000 for a neighborhood park with a walking trail and small playground. Further evaluation suggested the area could benefit from an upgraded park due to its growing population of young families and limited access to other parks. Concepts presented included a larger walking path, primitive loop trails, a bike flow trail, larger playground, more picnic shelters, and expanded green space, increasing the estimated cost to approximately $1 million. The Parks, Trails, and Recreation Committee recommended further amenities, including a restroom and drinking fountain, bringing the total estimated cost to $1.2 million. Funding options were explored, including park impact fees, general funds, and grants from Utah County and state programs. The council decided to explore funding sources and potential grants before committing to a final budget, with a preference for phased development if grant funding is successful.
City Explores Enhanced Non-Emergency Communication System
Councilmember Mike Barker discussed ongoing efforts to improve citizen communication and service by exploring a 311-style program. Initial steps include updating the city website to direct inquiries to appropriate departments, planning a public service campaign, and meeting with department directors to understand current communication channels (email, forms, phone calls). The goal is to better route non-emergency calls and provide more efficient service, potentially reducing the burden on the VEC non-emergency lines, which handle a significant volume of calls. Further steps will involve reviewing call data from finance department staff and developing a more comprehensive plan.
