The City of Duncanville's IT department has successfully completed the Advanced Meter Infrastructure (AMI) project ahead of schedule, with all new wireless automated meters installed and operational by June 17th, 2026, over a month earlier than the July 31st target. This project involved leasing fiber optic lines from Segra, a 10-year lease agreement approved in December of the previous year. The new fiber network enhances security and provides greater bandwidth for the city's SCADA (Supervisory Control and Data Acquisition) network, which monitors water infrastructure and traffic systems. The system is described as unique and highly effective, with potential for future expansion into the traffic network. The IT department will be submitting the project for potential awards. Previously, connectivity relied on a less secure cellular system.
City Council Approves Purchase of New Fire Apparatus to Enhance Emergency Services
The City Council considered a resolution authorizing the procurement of a new Spartan Quint fire apparatus for the fire department at a cost of $2,333,528. This includes the vehicle price of $2,222,408 and a contingency fund of $111,120.40. This new apparatus will replace a 2007 Quint firetruck, moving the current 2017 Quint to reserve status, with the goal of maintaining 20 years of service life. The Quint is a combination engine and ladder truck, equipped with a 500-gallon water tank, a 1,500 GPM pump, and a 107-foot aerial ladder, capable of performing multiple functions and reaching areas other apparatus cannot. Delivery times for fire trucks have significantly increased post-COVID, with this vehicle expected to take 16 months to build. The council approved the procurement.
Ad Hoc Committee for Field House Management Proposal Fails Amidst Concerns Over Process Length
A proposal was presented to establish an ad hoc committee to review third-party requests for proposals (RFPs) and make recommendations for the Duncanville Field House. The committee would consist of three council members and two staff members to evaluate proposals, conduct interviews, and oversee final negotiations. However, Councilwoman Gooden and other members expressed concerns about the lengthy process, noting that discussions and actions related to third-party management have been ongoing since early 2024, and significant funds ($140,000) were previously paid to Hundon Partners for feasibility analysis and review of proposals. Due to the perceived delays and complexity, the motion to approve the formation of the ad hoc committee failed.
Interim City Manager's Contract Amended with Salary Increase and Retroactive Pay
The City Council discussed and approved the interim city manager's contract amendment. The amendment includes a 3% probationary area adjustment and a 2% merit increase to the base salary, resulting in a new annual salary of $195,555.79, along with retroactive pay of $4,750.74. This action was taken as a result of executive session and aims to make the interim city manager 'whole' in his employment relationship with the city. The motion to approve was made by Mr. Davis and seconded by Councilman McBurnet.
Proposal to Develop Olden Year Museum into a Cultural Destination Presented to Council
During the council meeting, Mr. Monty Anderson presented a proposal regarding the Olden Year Museum, which houses Thomas Edison collections. He suggested creating a destination rather than just a museum, integrating it with existing arts and cultural initiatives downtown. Anderson proposed relocating the museum to Main Street or May Wheatland, and creating a Public Improvement District (PID) for its long-term sustainability. Mr. Mario Mejia, a Lancaster council member, also spoke in favor, emphasizing the museum's uniqueness and potential for tourism.
