Marshall Farms Residential Development Approved, Includes Preservation Area and Road Extension; Zoning Corrected for Another Property
The City Council held a public hearing and approved the Marshall Farms project, involving a comprehensive plan amendment, rezoning, planned unit development (PUD) concept plan review, and preliminary plat. The project will rezone 17.84 acres from Rural to R1-9.5 and 14.29 acres from Rural to Parks and Open Space. The development will consist of 250 single-family residential lots, including 28 villa homes and 22 single-family homes, across 32 acres. The developer, Wooddale Builders, along with builders McDonald Construction and Johnson Ryland Builders, presented the project, highlighting features like energy-efficient homes, solar-ready options, and the preservation of a 13-acre outlot for the city. Concerns were raised by residents regarding the waiver for narrower lots on the northern bluff, potential impact on existing property values, and the timeline and design of the Dell Road extension. The council approved the project with a unanimous vote, acknowledging the historical significance of the land and incorporating a street name honoring Mabel Marshall. Additionally, the council approved a separate zoning district change for a residential property at 6345 Eden Prairie Road, correcting a previous administrative error that had zoned it as 'public'.
Shake Shack and Valvoline to be Developed at 11609 Leona Road Following Public Hearing
A public hearing was held for a retail development project at 11609 Leona Road, involving a planned unit development (PUD) and preliminary plat. Phase two of the redevelopment includes a drive-thru Shake Shack in the northwest corner and a Valvoline instant oil change in the northeast corner of the site, replacing a previously approved but unmoving Starbucks. The project also includes parking lot improvements, with the removal of a hazardous curb. The site will have a total of 140 parking stalls, exceeding the city code requirement of 127. The Shake Shack will have 24 dedicated parking spots, with overflow parking available at the adjacent Planet Fitness site. Sustainability measures include storm water management, improved pedestrian and bicycle connectivity, enhanced landscaping, EV charging stations, building material reuse, and reduction of impervious surfaces. The project was recommended for approval by the Planning Commission.
