Interior property improvements are planned, along with exterior upgrades including parking lot enhancements (increasing spaces from 40 to 44) and a refuse collection area. Future additions for expanded showers and a donation center are also planned. Staff and the Planning and Zoning Commission recommended approval, subject to conditions. Elgin Ratifies State Grant for Unsheltered Pilot Project
