All vehicles will be owned by the applicant, and no mechanical repairs (engines, transmissions) will be performed, limiting the scope to vehicle body panels and exterior finishes. Concerns were raised by a neighboring property owner and two residents regarding shared parking, noise, and the property's appearance, particularly related to past outdoor storage of vehicles. The business has a history of storing inoperable vehicles on-site, which led to complaints and enforcement actions prior to the CUP application. The planning commission recommended approval with amendments, including conditions that only cosmetic body work is requested, and inoperable/abandoned vehicles, parts, or materials cannot be stored outside. The council added a 12th condition to clarify and limit the number of dedicated parking stalls for the business to six to eight. The CUP was approved with 12 conditions, with one council member voting nay due to concerns about the business's history.

The council considered a Conditional Use Permit (CUP) for Randall Teasdale to construct a pathway within the bluff area of the Mississippi River. The pathway is intended to provide safe and practical access for the property owner, a disabled veteran with mobility issues. The site is over an acre and a half, and the applicant has lived there since 2014. The proposed trail, with a maximum width of eight feet, is designed to minimize erosion and will involve selective vegetation removal, reviewed by the environmental department. Conditions for approval included that the trail width must comply with ADA requirements and plans must be approved by the Environmental Division of the city. Concerns were raised by a neighbor regarding potential soil instability, water runoff, and tree loss, stemming from past issues. The applicant plans to hire an engineer to address soil and slope concerns. The CUP was approved with 10 conditions.
