Local 'Bike Dude' Honored with Key to the City for Fundraising Efforts
Chris Ferguson, also known as 'Ferg the Bike Dude,' was recognized by the city council for his philanthropic efforts. Ferguson refurbishes old bicycles, sells them, and donates the proceeds to a local animal shelter. Since March 3rd, he has raised nearly $15,000. The mayor presented Ferguson with a Key to the City in appreciation of his positive influence and contributions to the community. Ferguson expressed his honor and gratitude for the recognition.
Collective Bargaining Agreement Approved with IUOE Local 20
An ordinance was passed to authorize the city manager to enter into a collective bargaining agreement with the International Union of Operating Engineers, Local 20 (IUOE). The agreement covers wages, hours, and terms and conditions of employment for the period of March 1st, 2026, through February 28th, 2029. The ordinance was approved after suspending the second and third readings.
Resident Alleges Mental Health Triage Center Creates Unsafe Neighborhood Conditions; City Acknowledges State Regulatory Limits
Jason Levine reported a significant problem with a house in his neighborhood operating as a mental health triage center, managed by Inclusive Housing Incorporated. He stated that the center houses individuals who have assaulted family members, who then cause disturbances in the neighborhood for two to three days before being relocated. Levine reported that his neighborhood, previously idyllic, is now experiencing issues like attempted break-ins and his five-year-old daughter being unable to play outside due to safety concerns. He noted that Inclusive Housing Incorporated owns approximately 19-20 such houses in Fairfield, with five currently identified in the city. The residents and council members acknowledged that state-level preemption limits the city's ability to regulate facilities housing six or fewer individuals with disabilities, exempting them from local zoning. Staff confirmed they have researched the issue and are compliant with state law but will investigate this specific location. The council suggested contacting state representatives Jennifer Gross and George Lang to address the state-level legislation. Residents were advised to continue reporting incidents to the police to build a documented record that could potentially be used to address the company's licenses or state-level regulations. Police stated they have been to the location multiple times due to calls but are limited in action as the operation is legal. The mayor agreed to have staff and potentially the police department visit Inclusive Housing Resources' office on Mac Road to discuss the ongoing issues and explore potential avenues for resolution.
City Approves Supplemental Appropriations for Various Departments and Projects
Three ordinances were passed to amend Ordinance Number 148-25, which pertains to estimated appropriations for the city's expenses and expenditures for the period of January 1st, 2026, to December 31st, 2026. These supplemental appropriations are administrative in nature, covering travel and training. Contractual appropriations total $1,374,000 for four public works projects, and non-contractual appropriations total $283,988 for nine projects across public works, public utilities, police, IT, and sustainability departments. All three ordinances passed after suspending the second and third readings.
New Fund Established to Support Commercial Property Revitalization
The council approved an ordinance to authorize the city manager to execute a restricted fund agreement with the Fairfield Community Foundation to establish the Fairfield Commercial Revitalization Fund. This fund will support the city's commercial revitalization grant program by allowing the foundation to administer grant funds, manage financial aspects, and process reimbursements for commercial exterior improvement projects. The ordinance was passed on its first reading, with a motion to suspend the second and third readings and proceed with adoption. The purpose is to assist private owners or tenants with exterior upgrades to commercial properties.
