Foster City Officials and Residents Express Concerns Over County's Proposed Purchase of 1065 East Hillsdale Boulevard

The San Mateo County Board of Supervisors is considering the purchase of 1065 East Hillsdale Boulevard for $29 million to relocate its Human Services Agency operations from 550 Quarry Road. While the county states the primary use will be office space, concerns were raised by Foster City residents and officials regarding the potential for future changes in use, traffic impact, loss of tax revenue, and the property's zoning as Town Center Commercial, which allows for residential uses but not the proposed office or potential light industrial uses. The county claims governmental immunity from city zoning, while the city's Planning Commission found the proposed use inconsistent with the general plan. The county emphasized the purchase is driven by the need to consolidate services, improve operational efficiency, and move out of leased facilities, with savings of approximately $3.8 million annually in rental expenses. The purchase is scheduled for a vote by the San Mateo County Board of Supervisors on July 18th, 2026.
