Council members discussed ongoing issues with e-bikes, citing concerns from constituents about speeding on sidewalks and a recent incident where a child was hit. They noted that other cities are experiencing similar problems and discussed potential solutions like registration and stricter enforcement, though current state standards and enforcement resources pose challenges. The GLCAP Summer Crisis Program was announced, offering assistance with utility bills, AC repairs, and fan purchases for eligible households from July 1st to September 30th.
City Council Approves $5,113 Payment for Damaged City Vehicle Repairs
The council considered a resolution authorizing the approval and issuance of a warrant for payment of $5,113.23 to Al Balman Chevrolet Buick Incorporated for vehicle repairs. A city vehicle was damaged by a member of the public while parked on February 18th. Insurance will cover the cost, but the city needs to authorize the payment to the vendor. The council approved suspending Rule 4 to proceed with the payment. A motion to adopt the resolution was passed.
City Authorizes Mayor to Apply for State Capital and Transportation Improvement Program Grants
The council considered a resolution authorizing the mayor to enter into contracts for submission to the Ohio Public Works Commission for the State Capital Improvement Program (SCIP) and the Local Transportation Improvement Program (LTIP) annually for project funding. This is a routine resolution to ensure the city remains eligible for these grants. The council also approved suspending Rule 4 to allow for timely submission of these grants, with deadlines in September. A motion to adopt the resolution was passed.
Council Members Provide Updates on E-bike Safety, Pool Maintenance, and Community Compliments
Councilman Elliot introduced himself and his organization, Falcon Forge, which provides solutions for cyber posture assessment. He mentioned his work with law director regarding revised code 9.64. Council member Danielle Briggs reported on parks and recreation, noting the pool will be shut down for maintenance from August 24th to 30th during the fair week. She also highlighted increasing calls about e-bikes, citing safety concerns such as speeding on sidewalks and a child being hit. She suggested exploring an e-bike ordinance similar to Twinsburg's. Councilman Denny reported having nothing to mention regarding streets and utilities. Councilman Bruce Libel mentioned former Governor Doug Strickland complimented the city on its cleanliness. Councilwoman Angie Reese echoed the compliments on the city's appearance and mentioned that the fire department has been using the old Auto and Urban U property for exercises. She also received complaints about skunks in the area. Councilman John Elder stated that a group interested in immigrants would like to revisit that issue in the future.
City Department Addresses Zoning Violations, Tall Grass, and Explores Sidewalk Program
Erica, from the city's department responsible for zoning violations, provided an update on her department's work. She and her part-time employee have been enforcing zoning violations, working with the law director's office, and focusing on cleaning up dilapidated properties and addressing tall grass issues. While they aim to educate and resolve issues without citations, they are also holding people accountable for neglect. Erica submits weekly reports and has recently resolved several citizen complaints. She mentioned addressing approximately 700-800 occurrences during the busy, rainy summer and explained their new approach is to educate residents on ordinances and permitted uses. A new sidewalk inventory is being conducted using GPS to measure all sidewalks city-wide, with plans to potentially restart a sidewalk program. The city is exploring options for a sidewalk program, possibly contracting with an outside provider, with costs potentially assessed on property taxes. This program has had challenges with budget allocation and implementation in the past.
