Council Approves Solar Farm Special Use Permit for 1203 East Fabian Parkway

The project, operated through the Illinois Shines program, will occupy the site for 30 years and be decommissioned afterward. Concerns were raised by Alderperson Kasarog regarding the 30-year lease, the lack of direct benefit to Geneva residents, and the potential loss of tax revenue from alternative industrial development. Alderperson Kilberg noted the site's limited development potential for other uses and the positive impact on the intersection at Fabian Parkway. The applicant, Forest Hulk from One Energy Development LLC, explained the 30-year term aligns with panel warranties, that decommissioning bonds are in place, and that the site is chosen for its solar suitability, willing landowner, and grid interconnection capacity. The project is expected to generate approximately $1 million in property tax revenue over 30 years.
Destination Geneva Grants Approved for Earthade Market and Autumnfest
The City Council approved two resolutions authorizing Destination Geneva grant funds. Resolution 2026-85 awarded $1,500 to Gro Geneva for the Earthade Market event, which supports local artists and community engagement by offering hands-on experiences with pottery, plants, and crystals. The event projected 1,500 attendees last year and aimed for 2,000 this year, using the grant for broader marketing. Resolution 2026-86 authorized grant funds for Christristen Holly LLC for the Autumnfest event, an annual autumn-themed event that partners with local businesses. This event estimated over 4,000 visitors last year and aims to grow attendance, contributing to Geneva's reputation as a destination for fall events.
City Council Approves Budget Amendments, Earmarks $4 Million for Capital Projects
The City Council approved a resolution authorizing the execution of fiscal year budget amendments for 2025-2026. The amendments will adjust selected revenues and expenditures, reallocate appropriations, and authorize related transfers based on the city's final year-end financial activity. Director Malooki explained that while expenses are increasing by approximately $2 million, these are offset by revenues, effectively moving funds around. A key takeaway highlighted was the transfer of an additional $1.6 million into capital funds, bringing the total transfers to capital funds to about $4 million, which will help fund future capital projects.
IHC Construction Awarded Contract for East State Street Water Service Line Replacement
The City Council approved a draft resolution authorizing the execution of a contract with IHC Construction Companies LLC for the East State Street lead and galvanized water service line replacement project. The contract cost is $324,360, with the city administrator authorized to approve up to $32,436 in change orders, for a total not-to-exceed amount of $356,796. This project, part of the East State Street reconstruction, will replace private side lead and galvanized water services. Nine lead and galvanized services have been identified, and the bid includes up to 20 replacements. The work is planned for the south side of East State Street, between the curb and sidewalk, with services extending to both sides of the street. If discovered services are copper, they will be reconnected to existing copper lines.
