City Council Discusses Patients Ranch ETJ MUD Proposal and Electric Rate Ordinance Updates
The City Council held a workshop to discuss the Patients Ranch ETJ MUD request, a Municipal Utility District proposal for a 363-acre development in the extraterritorial jurisdiction (ETJ). The discussion focused on the MUD policy, potential tax rates, development standards, and community feedback regarding infrastructure, traffic, and property values. The council provided feedback on lot sizes, the proposed 95-cent tax rate, and the developer's commitment to exceeding minimum city standards. A follow-up workshop is anticipated after the developer addresses council's questions. Additionally, the council discussed updates to the electric rate ordinance, focusing on new provisions for very large commercial and industrial customers (10-50 MW) to mitigate risks related to revenue concentration, receivables, and capacity guarantees. Changes include an updated Energy Rate Rider (ERR) formula and rate, an increased customer charge, new month-to-month rates, and clawback provisions for unused capacity. The council also reviewed updates to the line extension policy, requiring upfront payment for interconnection studies for large load customers.
