Glen Heights City Manager Updates Council on Uniform Step Payment Plan Adjustments
City Manager Cliff Blackwell presented an update on the final cost analysis for the proposed annual uniform step payment plan for city employees. The adjustment allows for the reconciliation of pay for 11 remaining employees back to October, in addition to their next step increase. The administrative work for this change has already been completed, and the new policy will be effective from the start of the fiscal year, with the council choosing the uniform anniversary date. Councilwoman Allen sought clarification on the payout date and the process for anniversary dates, confirming that employees would be up to date as of the July 23rd payout. The presentation indicated the city can afford the adjustment within its financial projections.
Glen Heights Council Postpones DART Board Appointment Decision Amidst Shared Representation Dispute
The council discussed the appointment of a shared board member for the Dallas Area Transit (DART) Board. Glen Heights shares a representative with Garland and Rowlett. The previous representative's term ended, and while Garland and Rowlett approved Mr. Enoch's reappointment, Glen Heights had voted against it. Mayor Pro Tem Bruton explained that due to the voting structure, the decisions of Garland and Rowlett effectively overrule Glen Heights' vote. Mayor of Rowlett indicated they were disinclined to revisit the decision. Councilwoman Allen stated she would continue to vote no for Mr. Enoch's representation. The council decided to take no action on the resolution, meaning Mr. Enoch will continue to serve by default due to the existing agreement.
Glen Heights Council Extends Terms for Zoning and Planning Board Members Amidst Ordinance Review
The council discussed extending the terms of office for members of the Zoning Board of Adjustment and the Planning and Zoning Commission. Due to a previous council vote to review and standardize ordinances for all boards and commissions, the current members' terms are being extended to allow time for this review. Councilmember Allen proposed extending the terms for zoning board members Ira Tate and Thomas Spigner, and planning and zoning commissioners Shalice Nugent and Broderick K. Rhodes, for an additional 60 days until September 22nd, 2026. Councilman Hobbs voted nay, expressing concern about the process, and Councilwoman Washington also voted nay. The motion to extend the terms passed 4-2.
Glen Heights Financial Report Shows Strong Economic Growth and Healthy Reserves; DART Reimbursement Discovered
Finance Director Sherry Roberts presented the June 2026 financial report, indicating the city is three-quarters through the fiscal year. Property tax revenue is nearly 100% funded, and sales tax is up 2.3% compared to the previous year, suggesting strong local economic growth. The general fund revenues are on pace and above the 75% target rate at 95.55%, while expenditures are below the target at 68.03%. A previously undiscovered reimbursement from DART totaling $181,000, related to street projects from 2019-2020, has been received and placed in the general fund. The city has $10 million in general fund reserves, providing 315 days of coverage. Water and drainage funds also show healthy reserves, with plans to address increases in water volume and potentially adjust commercial water rates separately from residential rates. Investment accounts are yielding interest rates between 3.6% and 4%.

The city council discussed and provided updates on the proposed data center development by AMF Mission Critical. The Mayor presented a timeline of the rezoning process, highlighted the change in AMF's development plan from nine buildings to one building in phase one, and discussed the property's previous residential zoning and current low taxable value.
