He described the July 4th event as an unprecedented rain event, receiving approximately 3 inches per hour for two hours, classifying it as between a 500 and 1,000-year rain event. He confirmed that the storm water system, built to 1990s standards, was overwhelmed, not due to clogged pipes (which had been recently cleaned), but due to the sheer volume of water. He explained how detention basins at Chandler and County Farm were overwhelmed and converged, leading to significant flooding. The department is collecting data from residents, including pictures, to build a model of the event and identify future mitigation strategies. They are also conducting jetting to ensure pipes remain clear.
