Town Hall to Receive Backup Generator for Enhanced Reliability and Safety
The council approved a purchase and installation contract with Atlantic Power Solutions for a 400-kilowatt diesel backup generator for Town Hall. The generator will power the entire facility during outages, enhancing safety, reliability, and protecting data infrastructure. This project was initially budgeted in FY2025 but exceeded funding; the scope was revised to meet current needs. The generator will be located at the rear of the building, near existing meter bases. The cost of $219,220.18 (including taxes) will be funded equally ($102,500 each) from the Capital Reserve Fund and the General Fund/Water and Sewer Fund, per the FY27 budget ordinance amendment. This initiative supports the town's goal of providing dependable public facilities and services. Recurring maintenance costs for the generator are already covered by an existing contractor who services other town facilities.
State Budget and Legislation to Impact Local Governance, Infrastructure, and Business Regulations
Town Manager Rob presented an update on legislative impacts following the state's passage of a budget after three years. Key impacts include a direct capital allocation of $225,000 to Harrisburg for infrastructure, elimination of parking minimums, revised processes for appealing zoning decisions to the Board of Adjustment, and limitations on home-based businesses. A vetoed bill concerning public camping (due to being an unfunded mandate) was discussed, with potential for an override vote. Major changes in contracting rules and DEI restrictions were noted, requiring a review of town procurement policies and bid documents, and barring cities from allocating funds to DEI initiatives. E-bike regulations have also been updated, with the town retaining authority over multi-use paths and sidewalks, while streets are governed by state statute. Several pending bills, including a regulatory reform act mandating residential use in commercial districts and limitations on ADU development, and a de-annexation process, were mentioned. A truth and taxation bill that could create additional costs through mandatory direct mailers for public hearings was also discussed. The town's professional advocacy in Raleigh was credited with influencing legislation and securing the direct capital allocation.
Cabarrus County Sports Hall of Fame Seeks Municipal Partnerships for Student Scholarships
The Cabarrus County Sports Hall of Fame, relaunched in late December 2024, is seeking partnerships with local municipalities to support its scholarship program for high school students pursuing higher education. Coach Easy Smith, chairman of the Hall of Fame, presented the initiative to the council, highlighting the program's goal to award $1,000 scholarships to a male and female student from each of the 12 high schools in Cabarrus County. The Hall of Fame has successfully raised funds, created a display at the arena, and has inducted 107 individuals and 10 state championship teams. The scholarship initiative aims to give back to the community by supporting young people's educational aspirations, emphasizing the positive impact of education on the workforce and community well-being. The council was asked to consider a partnership by allocating $2,500 from their budget, which would collectively fund the scholarships annually across five municipalities. Mayor Teague and Coach Smith are scheduled to discuss potential partnerships further. The Hall of Fame has already awarded 22 scholarships in the current year.
Fire Department Responds to 279 Incidents in June; Fire Marshal Conducts 39 Inspections
Chief Dunn presented the Fire Department's activities for June, reporting 279 incidents with a 90th percentile response time of 7 minutes and 31 seconds, slightly above the 7-minute 30-second goal. Fire Marshal activities included 39 inspections, 10 re-inspections, and 17 pre-submittals. Fire prevention events reached approximately 70 people. Violations found often related to fire extinguishers. Incident types included cooking fires, outside fires, two house fires, vegetation/grass fires, and vehicle fires. The property value loss correlation was 78% of property value at risk.
Town Hall Second Floor Upfit Contract Approved to Address Staff Overcrowding
The council considered a construction contract with Cal Marketing Group for the town hall second-floor upfit. The project aims to relocate staff to the second floor due to overcrowding on the first floor, creating new offices, renovating existing spaces, and improving staff areas. The scope includes office upfit, renovated staff areas, restroom improvements, flooring, painting, electrical, plumbing, HVAC, doors, framing, ceiling tile, and window wall. Items not included in this contract are sprinkler adjustments, blinds, technology, and furniture. The anticipated schedule includes contract execution by August 1st, construction start on September 1st, and a target move-in date before Christmas. The total fiscal impact is $489,670.29, funded through the overall town renovation project budget. The contract was procured through an informal bidding process, with Cal Marketing Group being the lowest responsive responsible bidder. The council approved the contract, authorizing the town manager to execute it.
