The council approved an intergovernmental agreement with Wash County for the cooperative destruction of seized drug evidence. Previously, the village disposed of drugs by burning, which is no longer safe due to evolving drug types. Wash County Sheriff's Department agreed to handle disposal for all Wash County agencies at a cost of approximately $150 for the year, covering mileage and staff time. This is a one-year contract for 2026, requiring renewal for subsequent years.

Council Approves Paving Payments to Stark Pavement Corp. and Wolf Paving Company

The council approved contractor applications for payment for two paving projects. The first was for Stark Pavement Corp. for $495,581.12 for work on Palmer's, Goodwin, Warren, and Fors streets, including binder down in a portion of the 41 subdivision. The second was for Wolf Paving Company, Inc. for $36,696.96 to close out the 2025 paving program, which included East Park, West Park, West Capitol, Kestrel, Four Winds Calacs, and cemeteries.

Ordinance for Lead Water Service Line Replacement Passes Second Reading

The council held a second reading for an ordinance (06222026) to regulate lead water service line replacement. This ordinance provides the village with enforcement power, as the DNR requires lead service lines to be replaced and all such lines are privately owned. Residents inquired about water testing kits and the village's water testing frequency. Staff explained that while they don't provide kits, they offer information for testing and that the village tests water daily, monthly, and for specific contaminants like POS twice weekly. Lead and copper sampling is conducted annually, with residents notified if lead is found. Older homes in the downtown and older areas are more likely to have lead service lines.

Special Event Permit Approved for Jackson Park Jazz Orchestra's 'Fastlerfest 2026'

The council approved a special event application for the Jackson Park Jazz Orchestra for 'Fastlerfest 2026' on Sunday, August 9th. The event will take place at the Fine Arts Center in Nixon Park. The applicant, Sean Fler, a 25-year resident, described it as his birthday party and a public event where his jazz band will play from approximately 1:30 PM to 4:00 PM. A shelter reservation nearby was also requested for friends and family.
