Gothal Road Development Runoff Addressed; Ebike Forum Announced
Council President addressed concerns regarding the Gothal Road development's environmental impact during severe storms. Residents reported mud and debris, and questioned if fines were issued. It was noted that silt fences were not properly installed or contained the runoff. The engineer contacted the owner, and cleanup efforts began with multiple people and machines. The storm drain grate was lifted to prevent mud from entering pipes. Councilman WKI mentioned that the silt fences are supposed to be installed properly, and low grade to contain it, which it is not. Council President also stated that Gary has issued many summonses. There was also a mention of Sergeant Charles Maybe, Hawthorne's first motorcycle Sergeant, who passed away and was remembered for his community policing efforts. The Police Department will host a free public ebike information forum on Monday, July 14th at 7:00 PM in the Municipal Courtroom to educate residents on new ebike regulations, including legal definitions, covered aspects, and age restrictions (under 15 prohibited). The forum aims for education before enforcement.
Updates on Field Renovation, Development Projects, Beautification Efforts, and Infrastructure Replacements
The council was updated on the status of several ongoing projects and initiatives. The Franklin Field rehabilitation involved laying new sod, with DPW watering it extensively due to a heatwave. The field will remain closed until early August. The town is exploring options for future field development throughout the winter. The vendor who tore up the field during an event partially covered the cost of materials, but not labor. The development at 990 Galler Road is awaiting site plan review, with the condition that the site must be cleaned up first. The Gothal Road development runoff issues were discussed, with summonses issued and cleanup efforts underway. Issues with excessive weed growth on Lafayette Avenue were also addressed, with warnings to residents planned. Graffiti under the Wagar Road train trestle was noted as a problem needing attention. Parking concerns on Pake Avenue are being addressed by Captain Hogamood. Concerns about excessive weeds through pavement on Lafayette Avenue are being addressed by the Mayor. The municipality is also preparing to send letters to approximately 950 unknown service locations regarding lead and galvanized pipe replacement. The town is working with State County Health Services, finding them to be an asset, and discussing new wellness programs. Millennium Strategies, the grant writing company, has begun work and will meet with department heads. The council also approved resolutions for a liquor license renewal, professional services for Boswell regarding local aid and road program contract preparation, and other administrative items.
Updates Provided on Franklin Field Renovation, Pedestrian Safety Grant, and Various Road and Utility Projects
The council received updates on various community development and infrastructure projects. The Franklin Field rehabilitation project included cutting sod, adding topsoil, leveling, and installing 6,600 square feet of new sod from Takaho Sod Farms. The DPW has been watering the field four times a day, and it is expected to root soon, remaining locked until the first week of August. Additionally, Hawthorne was selected as a 2026 ARP Community Challenge grantee, receiving a $15,000 grant to create a safer, more accessible pedestrian crossing in the downtown area. Sergeant Dalo and the traffic bureau were thanked for their work in securing this grant. The Peach Tree water tank rehabilitation project has installed the pressure reducing valve, with tank rehabilitation scheduled for the fall. The local aid project for Hawthorne Avenue, Westervelt, and Northwatch on Grand View is underway, with Westervelt paving being finalized and Hawthorne Avenue paving set for early August. The 2024-25 road program covering 4th Avenue, Ethel, and Frederick is nearing completion, awaiting a final payment invoice. The galvanized service line removal, Phase 4, is nearly complete, with only two addresses remaining for restoration and water service replacement. The PSEG gas main service line project, affecting Wagner Place, Reed Place, Norman Terrace, Midland Avenue, Division Street, Keith Court, and Hawthorne Avenue, is scheduled for milling on July 15th, paving on July 20th, and striping on July 24th.
Hawthorne Awarded $15,000 Grant for Downtown Pedestrian Safety Improvements
Hawthorne was selected as a 2026 ARP Community Challenge grantee, receiving a $15,000 grant. This funding will be used to create a safer and more accessible pedestrian crossing in the downtown area. Sergeant Dalo and the Hawthorne Police Department's traffic bureau were specifically thanked for their efforts in applying for and securing this grant.
Borough Approves Ordinances to Amend Utility Fees and Body Camera Footage Costs
The council discussed and approved ordinances related to the borough's utilities and fees. Ordinance 2393-26 was adopted to amend Chapter 220 of the code, specifically Section 220-25 concerning fees for the Police Department's body-worn camera footage. This amendment aims to allow the borough to recover costs associated with providing and redacting footage for public requests. Councilmember Sasso noted that this aims to eliminate individuals seeking footage solely for online posting and enables cost recovery for redaction and editing time. Ordinance 2394-26 was also approved, which amends Chapter 530, Section 530-30, regarding the payment of bills and exceptional circumstances, to modify the period of delinquency before service shut-off. Councilmember Skira mentioned this provides more time for residents before service is disconnected.
