City Council Approves Change Orders for Public Works, Public Safety, and Environmental Services Projects
The City Council approved Change Order Number Six for the Central Range Public Works Facility project, which is an internal coding change for Adolfson and Peterson related to self-performed concrete work. There is no associated cost with this change order, as it is for internal coding purposes. The council also approved Change Order Number Six for the Hibbing Public Safety Building project, which addresses changes resulting from multiple Requests for Information (RFIs). This change order amounts to $125,455,000 and will be applied to the contractor contingency, meaning it does not change the overall project cost or result in any additional cost to the city. Additionally, a change order for Environmental Services from Braun Intertec, amounting to an unspecified sum, was approved for Magoun Manor project. This order covers 27 soil borings and enrollment into the MPC voluntary investigation and cleanup program and the petroleum brownfield program. This work has already been completed and is being approved for payment.
City Council Approves Application for Grant to Replace Memorial Building Sound System

Chisholm-Hibbing Airport Updates: 2027 Budget and Sun Country Charters
The council received an update on the Chisholm-Hibbing Airport from its executive director, Barrett Zimmer. The airport is working on its 2027 budget, which will be presented to the City of Hibbing Finance Department and administrator next week. Zimmer also met with Sun Country, which signed a new 3-year contract with Riverside Resort and Casino. Hibbing will have three charters in the fourth quarter of 2026, with additional charters in the first quarter of 2027, with dates to be announced later.
City Council Approves Clean Audit Results for Fiscal Year 2025
The City Council reviewed and approved the city's audit results for the fiscal year ending December 31st, 2025. The audit, conducted by Abdo, resulted in an unmodified (clean) opinion on the financial statements and no instances of non-compliance with state legal requirements. A single internal control finding was noted regarding the preparation of financial statements, which the auditor deemed not a significant concern for a city of this size. The general fund balance was reported at $29,693,000, with an unassigned fund balance of 32%. Revenues exceeded budget by $1.9 million, largely due to higher-than-anticipated interest earnings. Expenditures were $944,000 under budget, with significant savings in public works. Various other funds, including special revenue, debt service, capital project, and enterprise funds (water, garbage/refuse, Memorial, self-insurance), were also reviewed, showing generally healthy balances and operations, with some noted increases in fund balances related to new revenue sources like local sales tax and bond issuances for capital projects. The Economic Development Authority fund saw a decrease of $315,000, primarily due to the return of an ITRB grant. Key performance indicators showed Hibbing's tax rate and debt per capita to be in line with or below comparative cities in St. Louis County and statewide class three cities. Expenditures per capita were also generally in line, with capital expenditures steadily increasing due to ongoing projects.
HPU Strategic Planning Underway; Water Main Installation Approved for New Haven Drive
The Public Utilities Commission (HPU) and staff have completed the first two days of strategic planning, aiming to develop a five-year plan similar to the city's process. This planning has raised questions about shared fees and billings that may warrant a joint meeting with the city. HPU is also actively recruiting for a new General Manager and a Financial Controller. Separately, the city is proceeding with the installation of a new water main on phase one of the New Haven Drive project. KGM is the prime contractor, and the cost will be amended into a cooperative agreement with the Public Utilities to include this cost. The materials are ready, and the city needs approval to proceed with installation via an open cut, as directional drilling is not feasible until September. There was discussion regarding the cost allocation between the city and HPU for this water main installation, with the commission's tenor being to cooperatively pay if possible, though HPU is currently responsible and may seek city assistance.
