Questions arose about the status of Highland's separate emergency preparedness plan and how the CWPP ensures financial support during large fires.
Highland Notified of Automatic Annexation of County Island Parcel Under New State Law
Rob provided an update on a new state law requiring the automatic annexation of unincorporated county islands under 55 acres within city limits. Highland has one such area, approximately 50 acres, located at the southwest corner of 6000 West and 10400 South (Bueller, Deglebeck, and Gardner properties). The city can opt out of this automatic annexation by a deadline next year. The city will consult with the property owners to gauge their preferences before the council makes a decision. Council members acknowledged that annexation would likely increase property taxes for the owners, suggesting they might prefer to opt out.
Highland Council Debates E-bike Regulations Amidst State Law Changes and Enforcement Concerns
The council discussed potential regulations for e-bikes and e-scooters, prompted by outdated city code and changes in state law. Rob presented an overview of state law, which generally permits e-bikes where regular bikes are allowed, with age-based restrictions and a distinction between classes of e-bikes (Class 1: pedal-assist up to 20 mph; Class 2: throttle up to 20 mph; Class 3: pedal-assist up to 28 mph). E-scooters and high-power electric devices were also defined. The council considered various options: banning all electric motor devices, allowing only Class 1, allowing Class 1 and 2 plus e-scooters, or allowing everything except high-power devices. Options for regulating usage on sidewalks, roads, and trails were also discussed, with examples from other cities presented. Chief William noted that most issues stem from e-motorcycles and misuse by minors, advocating for clear classifications and enforcement guidance. Council members expressed varied opinions, with many leaning towards allowing Class 1 and 2 e-bikes on trails and sidewalks, similar to regular bikes, while expressing concerns about speed, enforcement, and inter-city ordinance consistency.
Highland Fling Enhances America 250 Celebration with Colonial Demonstrations and Car Show Awards
Brooke and Kurt Osler presented updates on the Highland Fling's America 250 integration, including historical demonstrators and activities. A replica printing press will be present, printing broadsides related to the Declaration of Independence. Demonstrators will include colonial figures, Mayflower descendants, rope makers, basket weavers, and others. The event aims to create a colonial village atmosphere.
