Property at 675 West Golf Road Designated Blighted to Support Tax Incentive Application
The committee discussed and approved an ordinance designating the property at 675 West Golf Road as blighted and in need of renewal. This designation is a prerequisite for supporting a Cook County Class 7B classification application for property tax assessment purposes, which aims to incentivize the reoccupancy of the commercial building. The property was formerly occupied by Ace Hardware and Hertz, and has been vacant since July 18, 2025. The blight factors cited include obsolescence, physical deterioration, structures below minimum code standards, inadequate utility systems, and excessive vacancies. The ordinance specifically applies to the building at 675 West Golf Road and its associated parking lot. Following the approval of the blight designation, the committee also approved the ordinance supporting the Class 7B classification application.
Resident Advocates for Shifting Utility Fees from Water Bills to Property Taxes for Deductibility
During public comment at the Public Works and Utility Committee meeting, resident Robert Steinyberg raised concerns about fees added to water bills. He argued that these fees, intended to cover maintenance and infrastructure (like JAWA and storm sewer work), are not tax-deductible, unlike property taxes. He estimated paying about $400 annually in extra water bill fees for services like garbage collection, which he felt should be shifted to the property tax bill to provide homeowners with a deduction. He suggested that these fees artificially lower the perceived cost of living in the village until residents discover the added charges.
Multiple Infrastructure Projects Approved: Water Main Rehabilitation, Street Lighting, and Hydrant Purchases
The committee approved a resolution to purchase five fire hydrants from Ferguson Waterworks for an amount not to exceed $129,894.80. This is an annual purchase, and for the first time, only one bid was received. However, the unit price decreased by approximately 3% from the previous year. The committee also approved a supplemental agreement with Siorba Group Inc. for additional engineering services related to the Hampton Lift Station Rehabilitation Sanitary Project, not to exceed $57,431.14. These additional services were needed due to the final selection of the new station's location and to incorporate storm sewer work into the project ahead of the 2027 road program. Additionally, a resolution was approved to award a contract to Sheridan Plumbing and Sewer LLC for the Shoe Factory Road Water Main Rehabilitation Project in an amount not to exceed $1,252,850. This project addresses leaks on a 16-inch transmission line due to poor soil conditions and proximity to railroad tracks. The bids received were higher than the engineer's estimate, reflecting current market conditions. Baxter and Woodman was approved for construction engineering and administration services for the same project, not to exceed $94,160. Finally, a contract was awarded to Utility Dynamics Corp. for the Collector Street Lighting Improvements Project, not to exceed $1,302,911. This project combines 2026 and 2027 street lighting installations for efficiency, with completion expected by October 2027 due to material lead times.
True Value Secures Sales Tax Sharing Agreement to Open at 675 West Golf Road
The committee approved a resolution to enter into a cost recovery agreement with Hoffman Estates True Value LLC for the reoccupancy of the commercial building at 675 West Golf Road. This agreement is a condition for True Value to open at the location. The agreement is for a 5-year term, starting upon opening. For the remainder of the current year, True Value will receive 100% of the village's 2% sales tax generated by their sales. For the subsequent years, they will receive 50% of the sales tax (1%). The total amount shared is capped at $150,000 over the 5-year period, or whichever comes first. This structure is similar to other sales tax sharing agreements the village has made in the past. The operators of True Value estimate opening by mid-September and are investing nearly $1 million into the venture.
