City Council Approves Annexation and Rezoning of Hembridge Road Property for Commercial Use
The City Council considered and approved the annexation and rezoning of 2.6 acres of land located off Hembridge Road from GC General Commercial (county) to GC General Commercial City with staff stipulations. The property is currently undeveloped and the rezoning is requested for better marketability. Adjacent parcels to the west are within the city and zoned GC. Two undeveloped parcels on the eastern side were withdrawn from the application. The process involved prior discussions with Cherokee County and a settlement agreement. Staff recommended approval with stipulations including maintaining buffer zones, environmentally sensitive lighting, prohibiting certain intense uses, and compliance with Holly Springs Parkway model zoning district guidelines. The council voted separately on the annexation (Item A) and rezoning (Item B), both passing 5-0.
City Council Approves Annexation and Rezoning for Single-Family Subdivision on Swan Lane
The City Council considered and approved the annexation and rezoning of 23.68 acres of land located off Swan Lane. The property is currently zoned R40 Single Family Residential in the county and is requested to be rezoned to R40 Single Family Residential City with staff stipulations. The applicants propose a single-family subdivision consisting of seven lots, with an average density of 0.3 units per acre. The Cherokee County Board of Commissioners had previously requested specific considerations, including a minimum 20-foot wide road capable of supporting 75,000 pounds and verification of headwater locations by an environmental consultant. The Planning Commission recommended approval with staff stipulations, including dark sky compliant lighting and compliance with the East Residential District guidelines. Surrounding development includes R80 to the north and R40 to the west (county subdivisions), and PDR (Harmony on the Lakes) to the south and east. Both the annexation (Item C) and rezoning (Item D) were approved 5-0 with staff stipulations.
City Council Tables Election Resolution Amidst Ward vs. District and Legal Concerns
The City Council voted to table Item L, a resolution to call the 2026 general election and set qualifying dates. The election is scheduled for November 3rd, with qualifying dates set for August 17th-19th, 2026, to fill council seats in wards two and four. Council members expressed concerns about the resolution's wording, particularly regarding the use of 'wards' instead of 'districts' following state legislative changes, and the potential confusion for voters and candidates given ongoing legal proceedings concerning redistricting. Advertising requirements and the timing of the legal decisions were also discussed. The motion to table was made to allow for clarity following an emergency hearing on July 29th, and passed 5-0.

Change Order Approved for Surge Protection Device at New City Hall
The City Council approved Change Order Number Two for the installation of an externally mounted surge protection device (30 amp molded case circuit breaker) at the new city hall. The change order, issued by United Electric Company and Gilbane Building Company, is not to exceed $3,709.
