Powell Place Rezoning Approved, Including Traffic Safety Improvements
The Town Council approved the rezoning of 7051 and 7121 Rouse Road (25-RES-02), now known as Powell Place, to a Neighborhood Residential Conditional Zoning District (NRCD). The project will include 42 rear-loaded attached dwellings, 13 rear-loaded detached dwellings, and 42 front-loaded detached dwellings. It features an amenitized pond as the primary active recreation area and an enhanced Type A buffer around the perimeter. Key changes since the May meeting include a commitment to additional traffic improvements along Rouse Road, such as widening and turn lanes into the project, and a $100,000 contribution towards safety improvements on Rouse Road, either through shoulder widening or a fee in lieu for a future traffic signal at Rouse Road and Piney Grove-Wilbon Road. The council also approved the associated utility allocation and development agreement, with specific language regarding the speed limit reduction and park and recreation fee terminology to be finalized.
Holly Springs Police Department Discusses ALPR Technology and Privacy Safeguards
The Town Council received a presentation on the Holly Springs Police Department's use of Automated License Plate Readers (ALPRs). Chief Paul LeCoury explained the technology, its uses for alerts and investigations, and the safeguards in place to protect privacy. He highlighted successful cases involving stolen vehicles, missing persons, and recovered stolen property. The presentation clarified that the department uses Vigilant technology, not Flock, and that data is purged every 90 days with strict penalties for misuse. The council engaged in a discussion about data access, particularly concerning federal agencies and the implications of data privacy laws.
Meridian at Sunset Lake Commons Rezoning Approved by Town Council
The Meridian at Sunset Lake Commons rezoning request (22-REZ-02) and its associated development agreement were approved by the Town Council. The project proposes a mixed-use residential conditional zoning district (MXR CD) on approximately 30 acres, allowing for up to 458 apartment units. The approval followed extensive discussion regarding various aspects including existing zoning, land use plans, Northeast Gateway Master Plan standards, building heights, buffers, public utilities, road widening, and potential public amenities. Key conditions of approval relate to addressing sewer capacity issues, which are critical for the development to proceed, and deferred road improvements along Optimus Farm Road and Sunset Lake Road to future development phases. The council approved the rezoning ordinance and the development agreement with a vote of 8-0.
Daventry Rezoning Proposal Moves Forward After Public Hearing
The Town Council considered the rezoning request for Daventry at 6725 Thrashler Road (25-REZ-05), proposing a suburban residential conditional zoning district (SR CD). The project includes 255 single-family dwelling units with an average density of just over 2 units per acre. Modifications requested include minimum lot sizes (7,500 sq ft interior, 10,000 sq ft perimeter, averaging 10,000 sq ft), EV charging readiness, and specific building facade and material standards. The development also includes improvements to Adcock Road frontage, road stubs to adjacent parcels, a greenway extension, and a $100,000 fee in lieu for future signalization at Rouse Road and Piney Grove-Wilbon Road, with an option for shoulder widening on Rouse Road. Public comment raised concerns about tree preservation, displacement of mobile home residents, traffic impacts on Piney Grove-Wilbon Road, and the adequacy of infrastructure. The council moved to forward the application to the planning board for review and recommendation.
2420 Avent Ferry Road Rezoning Approved for Mixed-Use Development
The Town Council considered the rezoning request for 2420 Avent Ferry Road (25-RES-08), which involves amending a portion of the site from residential neighborhood to neighborhood center (NMX CD) to allow for commercial development, while the remaining area will be zoned suburban residential conditional zoning district (SR CD). The project proposes 53 single-family detached homes and 5,000 to 16,000 sq ft of commercial space. Modifications include reduced setbacks for both residential and commercial zones, and specific building facade standards for commercial use. Infrastructure commitments include a four-lane divided cross-section along Avent Ferry Road, extension of Buckhorn-Duncan Road, a 10-foot side path, and a crosswalk across Avent Ferry Road. The project also includes a fee in lieu for signalization at the Avent Ferry Road and Buckhorn-Duncan Road intersection. The Town Council recommended approval of the proposal, noting its consistency with the comprehensive plan and its role in providing neighborhood conveniences.
