Long-Range Transportation Plan Seeks Public Feedback
The Long-Range Transportation Plan is continuing to gather feedback through open houses and online submissions. Residents can visit greaterhelenaMPO.com/LRTP to view feedback and provide their own. The plan will also have representatives at the Helena Farmers Market on August 9th and the East Helena Farmers Market on August 11th from 3 to 6 p.m. to collect further input.
City Announces Upcoming Listening Session on Unhoused Neighbors
The City Manager highlighted upcoming listening sessions. One session on public safety had presentations from dispatchers, police, and fire departments. The next session, scheduled for August 24th at 5 p.m. at Brothers Tap Works, will focus on working with unhoused neighbors and will feature presentations from community development staff.
City Adopts Civil Penalties for Ordinance Violations, Eliminating Criminal Penalties
The commission considered the second reading and final approval of an ordinance to transition the city's enforcement of ordinance violations from civil penalties to criminal penalties. This change would remove the potential for up to six months in jail for violations such as faulting in the downtown district after dark, incorrect curb cuts, not numbering a home address correctly, and violating nuisance vegetation codes. The ADA committee suggested these changes. The motion to approve the ordinance passed unanimously (5-0).
Helena College Gains Control of Adjacent Land After Fee Waiver
The commission considered the final reading of a resolution to vacate portions of Livingston Avenue, Sanders Street, and an alley, and release an adjacent alley easement located under Helena College. The college requested the vacation to have jurisdiction over their parking areas for enforcement and permit issuance. They also requested waiving the vacation transfer fees, estimated at $420,000, in lieu of extensive right-of-way improvements and maintenance they have performed over the years, valued at approximately $840,000. The city estimates cost savings of roughly $271,000 from the street vacation. Northwest Energy requires a 10-foot utility easement. The motion to approve the resolution, including waiving the fee, passed unanimously (5-0).
City Receives AARP Grant for Livability Projects
The city was awarded an AARP grant of nearly $15,000 to support projects aimed at making communities more livable and accessible for people of all ages. Kate Perriden, city staff, applied for the funding.
