Community Resource Center Aids Residents During Heatwave; Greenway Trail Nears Completion; Financial Software Upgrade Underway
The City Manager's report highlighted several community initiatives and ongoing operations. These included the continued operation of the Hot Springs Community Resource Center as a cooling shelter during extreme heat, serving 158 people and 135 lunches daily, with a need for donations of fresh fruit, water, and snacks. Phase one of the Stokes Creek Greenway Trail is complete, with a ribbon-cutting ceremony scheduled. The city is also applying for Bicycle Friendly Community recognition and seeking public feedback via a survey. The Community Resource Center received a $100,000 grant from the Levi Foundation for essential services. The Police Department's 'Tip a Cop' fundraiser for Special Olympics Arkansas raised $3,831. A multi-agency active attack incident response training exercise was conducted at Lake Hamilton High School. City Directors Acknowledge 2025 Annual Comprehensive Financial Audit Report
The Board of Directors approved Resolution R-26-129, formally acknowledging the review of the 2025 Annual Comprehensive Financial Audit Report. The resolution followed a presentation by Becca Kaiser of Forvis Mazars LLP, who confirmed a clean audit opinion with no reportable conditions or material weaknesses. The board members, including Director Holiday, Do Smith, Mayor McCabe, and Trustee, voted in favor.
City Recommends Demolition of Blighted Property on Barrett Street; Lien Management Discussed
The City Directors considered a resolution to condemn and demolish a vacant single-family residential structure at 108 Barrett Street. The property owner, Timothy Corpy of Vasser, Michigan, also owns adjacent properties at 106 and 107 Barrett Street, which were previously condemned and demolished by the city in 2024, resulting in liens totaling $25,192. The city has issued vacant structure notices to Mr. Corpy regarding damaged rafters, decking, roofing, missing windows, and debris. Due to the extent of deterioration and the owner's failure to secure or repair the structure, the city recommends demolition. The discussion also addressed the management of liens, the possibility of certifying liens to tax roles, and the city's efforts to map properties with leans to attract developers.
City of Hot Springs Receives Clean Financial Audit Report for 2025; Fund Balance Grows Significantly
The City Directors reviewed the 2025 Annual Comprehensive Financial Audit Report, receiving a clean opinion from the auditors, Forvis Mazars LLP. The report indicated no material weaknesses or reportable conditions. Key financial highlights included a $50 million increase in assets, primarily in capital assets, and an increase in debt for business-type activities, such as wastewater. Governmental activities remained stable, while business-type activities saw a decrease in revenue due to the absence of a large capital grant from the previous year. Both governmental and business-type activities reported positive net position changes. The city's fund balance has increased by nearly $59 million since 2016.
Fowl Play Cabaret Celebrates 15th Anniversary with Roaring 20s Event
Director Aaron Holiday announced the 15th anniversary celebration of Fowl Play Cabaret, Arkansas's longest-running cabaret troupe. The 'Roaring 20s' themed event will take place on Saturday, August 1st, at 7:00 p.m. at The Vapor (315 Park Avenue). The public is invited to attend, and dressing in vintage glamour is encouraged. The event also celebrates the birthday of founder Rosalie Bloom.
