Council Delays Vote on Annexation Service Declaration Amidst Zoning Concerns
The City Council voted to move item 10Q, a resolution declaring the necessity of repairing sidewalks, curbs, gutters, and driveway approaches for the 2027 sidewalk program, to another meeting. Councilmember Anita expressed concern that the current resident wishing to annex into the city might be able to resolve zoning issues with Bethel Township trustees within a couple of months. She noted conflicting information and a desire to give the township and resident a chance to work out their issues before proceeding with annexation-related service declarations. The resolution itself is a statement of services the city would provide if annexation occurs, not the annexation agreement itself, and is subject to a statutory 20-day deadline after petition filing. The motion to move the item passed 8-1.
City Adopts Motorola Solutions CAD System for Public Safety, Citing Efficiency and Cost Savings
The City Council approved a resolution authorizing the city manager to enter into a contract with Motorola Solutions for software system subscription services for public safety computer-aided dispatch (CAD) software. Competitive bidding requirements were waived. John Russell, City Manager, noted that the new system offers flexibility for future expansion without significant added cost and is expected to save money compared to the old system. Council members also mentioned that the system would improve efficiency for the traffic division by consolidating screens and providing faster access to necessary information. The motion to adopt the resolution passed 9-0.
Montgomery County Recorder's Office Promotes Fraud Prevention, Property Transfer, and Veteran Services
The Montgomery County Recorder's Office presented information on several programs aimed at protecting residents and assisting veterans. Nate Mundy, External Communications Manager, detailed the Fraud Alert Notification System (FANS), a free service to alert property owners of any recorded activity on their property, including a new text messaging option. He also explained the Transfer on Death (TOD) program, which allows property to be transferred to a beneficiary without probate. Finally, the presentation covered the Veteran ID Card program, which allows veterans to record their DD214s and receive a free ID card for discounts and benefits. The office also distributes updated brochures and holds community events to promote these services. Council members expressed appreciation for the outreach efforts, particularly for seniors, and highlighted the importance of these services in preventing fraud and assisting residents.
City Council Adopts Preliminary 2027 Tax Budget
The City Council held a public hearing and discussed the 2027 tax budget. Alex Winger, representing staff, explained that the budget is formally required by the Ohio Revised Code, with Montgomery County waiving the requirement but Miami County requiring it. The tax budget allows the city to collect Local Government Funds (LGF) and includes a list of property tax levies. The county auditor will provide revenue estimates for these levies. The budget is an estimate and does not obligate appropriations, as the 2027 budget process began earlier and will continue through November. Council members asked no questions and no one spoke for or against the budget during the public hearing. The council subsequently adopted the preliminary tax budget.
Huber Heights Honors Wayne High School Boys Track and Field Team and Coach Fernandez
The City Council recognized the Wayne High School Boys Track and Field Team for their state championship achievements and presented a proclamation and key to the city to Head Coach Mike Fernandez.
