Irvine City Council Approves Settlement, Debates Ranked Choice Voting, Establishes Innovation Center and Library Committee

The City Council of Irvine convened for its regular meeting on July 14th, 2026. The meeting included a closed session for a conference with legal counsel regarding existing litigation (Mary Ann Freericks versus City of Irvine) and a public employee appointment (interim city manager). Upon returning to open session, the council heard public comments and received a presentation from the Tustin Unified School District regarding the impact of the City of Irvine's Educational Partnership Fund. A reportable action from the closed session was the unanimous authorization of a settlement for the Freericks litigation, involving a payment of $225,000 to the plaintiff without admission of liability.
