Johnson City Establishes Local Property Tax Relief Program
The city is establishing a local property tax relief program to benefit elderly, low-income, totally and permanently disabled taxpayers, and widowers of disabled veterans. This local program will use state eligibility determinations, meaning no additional application or eligibility verification is required for taxpayers. The relief amount will be set annually by resolution, with a recommendation to match the state's established amount for the elderly and disabled, though it will be applicable to all eligible individuals. In 2025, 986 applications were approved in Johnson City across all eligible categories. The ordinance requires three readings, with the first reading and public hearing held on July 16th, followed by second reading on August 6th, and third reading on August 20th. This initiative aims to alleviate financial burdens on vulnerable taxpayer groups.
Freedom Hall Pool Repair to Proceed with PEP Fund Allocation
The commission considered the repair of the Freedom Hall Pool, with bids totaling $863,250. Langley and Taylor LLC submitted the low bid of $519,250 for the plumbing portion, including an optional pump and filter replacement. Burwell Construction submitted the low bid of $344,000 for the structural portion. The repair is expected to extend the pool's useful life by five to seven years. Funding is proposed to come from the People's Education Plan (PEP) funds, with approximately $1.1 million available through March 2026, which is sufficient to cover the project cost. The project requires approval from the Board of Education. The estimated completion time is six to nine months.
Proposed Text Amendment Seeks to Revise Parking Standards in Downtown Districts
The city is considering a text amendment to articles 6 and 11 regarding park parking standards for B3 and West Walnut (WWD) districts. The amendment aims to reduce residential parking requirements in these downtown-connected areas to ease development constraints and encourage investment. Proposed changes include: one space per unit for single-family and two-family dwellings, half a space per unit for multi-family dwellings, and eliminating non-residential parking requirements except for overnight stays. This aims to address conflicts between residential and business parking needs and supports walkable development goals. The amendment is intended to provide relief for developments like the proposed multi-family and commercial project on the CopyNet lot and the Burlington redevelopment, which would otherwise require a very high number of parking spaces under current ordinances. Staff and the Planning Commission recommended approval.
Johnson City Proclaims August 4th as National Night Out
The Johnson City Police Department accepted a proclamation for National Night Out, an annual community-building campaign promoting police-community partnerships and neighborhood camaraderie to make communities safer and more caring. The event will take place on August 4th from 4 PM to 8 PM at the pavilion in Founders Park, featuring games, giveaways, safety education, food, and music.
