The council authorized an agreement with Crawford, Murphy, and Tilley, Incorporated for engineering services for a wastewater treatment plant project plan, specifically addressing new state phosphorus limits. The state requires compliance by 2030, and the city is pursuing a low-interest loan. The $63,000 agreement will initiate the planning process, including developing a phosphorus reduction plan, addressing biological and chemical removal methods, and managing increased solids loading. A key part of the planning involves an analysis of alternatives for solids handling and updating cost estimates from a 2020 study.
City Council Approves Fiscal Year 2026-2027 Operating Budget
The council passed a resolution setting the operating budget for the fiscal year beginning May 1st, 2026, and ending April 30th, 2027. The finance director, Courtney Brunson, was thanked for her significant work on the budget, particularly in addressing needs that required substantial repair. Kiwani Police Department Welcomes New Sergeant and Officer

Downtown Reconstruction Project Moves Forward with Engineering Services Agreement
The council authorized an engineering service agreement with Hutchinson Incorporated for Phase 3 construction engineering services for the downtown reconstruction project. Although the original $3 million DCEO grant funding has been impacted by price increases and scope reductions, the $299,000 agreement aims to maximize the use of available funds. The contract is structured as a not-to-exceed amount based on actual hours worked, with provisions for reduced costs if the project finishes early. The city plans to use any remaining construction management funds for additional beautification efforts and leverage existing contracts for other concurrent projects.
