Village at Laguna Hills Project Modification Moves Forward

The City Council and Planning Agency held a joint meeting to consider a major modification to the previously approved Village at Laguna Hills project. The modification involves redeveloping the former Laguna Hills Mall site, encompassing approximately 68 acres. The proposed mixed-use project includes commercial retail, two hotels, multiple multi-family residential buildings (one of which is fully affordable), townhomes, single-family homes, and open space. The applicant, MGP Fund X Laguna Hills LLC, sought approvals for a specific plan amendment, site development permit, precise plan amendment, amended vesting tentative map, conditional use permits for hotels and park events, a master sign program, a park use permit, and an amended and restated development agreement. The project aims to generate significant public benefits, including increased revenues, affordable housing, job creation, and meeting housing element requirements. The development is phased, with Phase one including retail anchor buildings, Hotel 1, and affordable senior housing, and Phase two including further retail, Hotel 2, and additional residential buildings. Staff recommended approval of the permits and introduction of ordinances to amend the development agreement and specific plan. Public comment was heard from various stakeholders, including the local hospital, housing advocacy groups, a neighboring shopping center owner, the Chamber of Commerce, and real estate associations, with most expressing support for the project and its housing and economic benefits.
