OCTA Reports on Measure M's 15-Year Impact on County and Laguna Woods Transportation
Chris Bley from the Orange County Transportation Authority (OCTA) presented an update on Measure M, the county's half-cent sales tax for transportation improvements, highlighting its performance 15 years into its 30-year program. The Senior Mobility Program has also received nearly $1.4 million, supporting transportation services for older adults and helping them remain connected and independent. The presentation also touched upon OCTA's coordination with Caltrans for state highway improvements and the superior pavement condition index in Orange County.
Laguna Woods Advances Project to Replace Transit Shelters and Street Furniture
The city is moving forward with a project to replace existing transit shelters and street furniture as the franchise agreement with Clear Channel Outdoor (CCO) is set to expire on December 31, 2027. The current shelters, provided by CCO, feature advertising panels and are nearing the end of their term. The city plans to replace them with new designs that are aesthetically aligned with Laguna Woods and better meet community needs, including accessibility. Two design concepts have been developed: a primary stop for higher traffic/ample space locations and a secondary, smaller stop for space-constrained areas. Both designs will eliminate advertising, incorporate stucco, red tile, and dark brown elements, and feature vandal-resistant lighting. The city will become responsible for maintenance after the franchise ends. The council provided feedback on design elements such as bench comfort, shade structures, color, materials, and the potential inclusion of real-time bus information technology.
City Council to Hold Adjourned Meeting on August 12th for Study Session Topics
The City Council is considering an adjourned regular meeting to discuss several study session topics prior to the next regular meeting on August 19th. Proposed topics include a draft of objective design standards for commercial development, an expansion to the city's dog park, and other items requiring feedback rather than formal votes. The council discussed scheduling this additional meeting, with consensus forming around Wednesday, August 12th, from 11:00 a.m. to 12:30 p.m. The meeting will be held at Laguna Woods City Hall.
Laguna Woods City Council Approves Amendment for LED Streetlight Retrofit in United Laguna Hills Mutual
The City Council discussed a proposed amendment to the streetlight maintenance and operation agreement with United Laguna Hills Mutual. The amendment clarifies existing language, explicitly stating the city did not design or construct the original streetlights and therefore has no liability for claims related to their placement, design, or construction. It also confirms the city's obligation to operate and maintain the lights but not to improve lighting levels beyond what existed in 2001. A key part of the amendment is the city's commitment to retrofit all 188 city-owned streetlights within United with LED lamps within 36 months, funded by the general fund at an estimated cost of less than $100,000. The amendment also includes a provision allowing United to purchase the streetlights from the city for $1 at any time, at which point the city's operation and maintenance responsibilities would cease. The council supported the amendment as a win-win for both parties.
